Job Responsibilities
1. Technical Leadership and Engineering Management
  1. Provide overall technical leadership and direction to the engineering and technical teams across projects.
  2. Interpret, manage and control technical requirements stipulated in contracts, drawings and specifications.
  3. Ensure all engineering works comply with approved designs, engineering codes, standards and statutory requirements.
  4. Lead the resolution of complex technical, engineering and constructability issues arising during project execution.
2. Design Management and Technical Coordination
  1. Manage and coordinate design development activities with Clients, Consultants, Designers and internal stakeholders.
  2. Review and verify design drawings, calculations and specifications to ensure safety, constructability, functionality and cost effectiveness.
  3. Identify design discrepancies, clashes and risks, and coordinate timely corrective actions.
  4. Ensure all design changes are properly reviewed, approved, controlled and documented.
3. Technical Review, Approval and Value Engineering
  1. Review and endorse method statements, shop drawings, material submissions and technical proposals prior to site implementation.
  2. Evaluate alternative designs, materials and construction methods to support value engineering and cost optimization initiatives without compromising safety or quality.
  3. Ensure technical submissions comply with project specifications, standards and approval requirements.
4. Authority, Consultant and Stakeholder Liaison
  1. Act as the primary technical interface with Clients, Consultants and relevant Authorities.
  2. Coordinate technical submissions, clarifications, approvals and responses to technical queries (TQs).
  3. Attend and contribute to technical meetings, design coordination meetings and authority consultations.
5. Quality Assurance and Technical Compliance
  1. Ensure technical compliance with the Project Quality Plan (PQP), Inspection and Test Plans (ITP) and applicable quality procedures.
  2. Support quality audits, inspections and reviews related to technical and engineering compliance.
  3. Address non-conformance issues from a technical perspective and recommend corrective and preventive actions.
6. Technical Support to Project and Construction Teams
  1. Provide ongoing technical support to Project Manager, Construction Managers and project site team members during project execution.
  2. Resolve site technical issues, design interpretation matters and construction challenges in a timely and effective manner.
  3. Support constructability reviews, temporary works design and sequencing strategies.
7. Technical Risk Management and Statutory Compliance
  1. Identify, assess and mitigate technical, design and engineering-related risks.
  2. Ensure compliance with statutory requirements, engineering regulations and authority approval conditions.
  3. Support risk assessments related to design, construction methods and technical solutions.
8. Cost, Time and Change Management (Technical Input)
  1. Provide technical input for variation orders, claims and change request arising from design or technical changes.
  2. Evaluate technical implications of proposed changes on project cost, schedule and construction sequence.
  3. Support project site team members in minimizing rework and technical delays.
9. Documentation and Technical Reporting
  1. Ensure proper documentation, traceability and version control of technical drawings, submissions and approvals.
  2. Prepare technical reports, recommendations and summaries for Management and project stakeholders.
  3. Maintain accurate records of technical decisions, approvals and design changes.
10. Team Leadership and Capability Development
  1. Lead, mentor and develop Engineers and technical team members.
  2. Assign responsibilities, review technical outputs and support professional development.
  3. Promote engineering best practices, knowledge sharing and continuous improvement within the technical team.
11. Continuous Improvement and Innovation
  1. Encourage the adoption of innovative engineering solutions, new technologies and improved construction methods.
  2. Support continuous improvement initiatives to enhance technical performance, efficiency and quality.

Special Assignments: Handle special projects and assignments as directed by the Project Manager or senior management.

Job Requirements
  • Minimum Diploma/Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering or Construction Management or its equivalent.
  • Minimum ten (10) years working experience in Project Construction, in similar position or related working experience in the construction industry and managing design coordination, technical approvals and complex engineering issues in large-scale or fast track projects (e.g. infrastructure, data centers or commercial developments).
  • At least three (3) years in a technical leadership or managerial role.
  • Preferred Registered Professional Engineer with the Board of Engineers Malaysia (BEM).
  • Project Management certification, such as PMP or equivalent.
  • Proven experience managing multiple contractors and complex site activities.
  • Strong knowledge of construction methods, drawings, specifications, procedures and project management principles.
  • Sound understanding of contract administration, variation management and progress claim processes.
  • Good knowledge of statutory requirements, authority approvals and inspection procedures.
  • Excellent leadership, strategic thinking and interpersonal skills, with the ability to motivate and inspire teams to achieve common goals.
  • Self-motivated, independent and able to perform under pressure.
  • Strong problem-solving and decision-making capability.
  • Ability to manage tight deadlines and fast-track construction schedules.
  • Understanding of site safety plan and safety activities operation flow.
  • Computer literate in project reporting, documentation and coordination tools.
  • Must possess a valid CIDB Green Card.
  • Willing to be based at project sites in Kedah (Kulim) or Johor.
