A leading environmental service provider in Malaysia seeks an experienced recruitment leader to oversee the complete recruitment lifecycle, manage manpower planning with department heads, and ensure a positive onboarding experience for new employees. The ideal candidate will have 5-7 years of recruitment experience and demonstrate strong capabilities in stakeholder management and advanced sourcing techniques. This pivotal role requires excellent communication skills, a detail-oriented approach, and the ability to operate independently.
Lead and manage the end-to-end recruitment lifecycle for assigned portfolios, including workforce requisition planning, sourcing, screening, interviewing, offer management, and placement in alignment with business and operational requirements.
Act as a key recruitment partner to Heads of Department, providing professional advice on hiring strategies, market availability, and workforce optimization.
Independently manage high-volume and critical hiring across multiple job levels and functions.
Develop and execute proactive sourcing strategies using job portals, social media, referrals, headhunting, and alternative recruitment channels.
Build, maintain, and continuously strengthen a sustainable talent pipeline aligned with short- and long-term manpower planning needs.
Drive continuous improvement in sourcing effectiveness and candidate quality.
Collaborate closely with HODs to review and update organizational structures, manpower budgets, and job descriptions.
Support manpower forecasting, tracking, and analysis to ensure optimal workforce utilization.
Provide data-driven insights to support hiring decisions and workforce planning discussions.
Lead and coordinate onboarding and offboarding processes, ensuring compliance, operational readiness, and a positive employee experience.
Liaise with internal stakeholders to ensure smooth employee transitions and proper documentation.
Serve as the key user and subject matter expert for Recruitment HRMS/ATS, ensuring data accuracy, system adoption, and process efficiency.
Drive continuous improvement in recruitment workflows, documentation, and system utilization.
Participate in HR digitalization initiatives and system enhancements related to recruitment and manpower reporting.
Support and execute employer branding initiatives, including career fairs, campus recruitment, and engagement with educational institutions.
Represent the organization professionally to strengthen the company’s image as an employer of choice.
Manage and ensure completeness of recruitment documentation, including approvals, employment contracts, and onboarding records.
Ensure full compliance with company policies, employment legislation, data protection requirements, and audit standards.
Prepare and present recruitment and manpower reports, including time-to-fill, cost-per-hire, vacancy status, and hiring trends.
Analyze recruitment data to identify gaps, risks, and improvement opportunities, and proactively recommend solutions.
Stay current with recruitment trends, tools, and best practices, applying relevant improvements to enhance recruitment effectiveness.
Operate with a high level of independence, ownership, and accountability in managing recruitment and manpower initiatives.
Guide and support junior team members or cross-functional stakeholders when required.
Undertake other HR-related or recruitment-related ad hoc tasks and projects as assigned by the Manager, Human Resource.
Bachelor’s Degree in Human Resource Management, Business Administration, Psychology, or a related discipline; SHRM-CP/SCP certification is an added advantage.
Minimum 5–7 years of hands‑on recruitment experience, preferably in a fast‑paced or high‑volume hiring environment.
Proven experience recruiting across multiple job levels and functions.
Strong exposure to manpower planning, recruitment reporting, and HRMS/ATS systems.
Demonstrated capability in advanced sourcing and headhunting techniques.
Strong stakeholder management, influencing, and negotiation skills.
Highly organized, detail‑oriented, and able to manage multiple priorities independently.
Excellent verbal and written communication skills with a professional and consultative approach.
Self‑driven, proactive, and capable of leading recruitment initiatives with minimal supervision.
