Overview

JOB PURPOSE

Plan and implement guidelines, processes, and programs to strengthen workforce capability, address current and emerging skill needs, and build a future-ready workforce, ensuring capability frameworks, development plans, and learning interventions are effectively delivered, monitored, and improved in alignment with MHB’s business strategies.

Responsibilities
  • Execute assigned initiatives under the Capability Development roadmap, ensuring alignment with strategy and business needs. Support the rollout of functional and technical development initiatives across all levels, including competency management, training needs, propose appropriate interventions, and monitor delivery outcomes.
  • Coordinate the end-to-end delivery of training programs, including scheduling, venue and platform arrangements, participant communication, and vendor liaison. Monitor timelines, facilities, and resources to ensure smooth execution while providing on-site or virtual support during key programs and events.
  • Establish, implement and monitoring of CoC frameworks in line with organisational and regulatory requirements. Coordinate scheduling of assessments, track completion and renewal status, and prepare progress reports for leadership review. Liaise with relevant departments to address gaps, ensure compliance, and maintain up-to-date CoC records for all applicable roles.
  • Coordinate the end-to-end management of internship programs, from liaising with educational institutions to identifying placement opportunities within the organisation. Oversee the selection, onboarding, and monitoring of interns, ensuring they receive structured learning experiences aligned with their academic requirements and company objectives. Track intern performance, manage feedback processes, and prepare summary reports for management review.
  • Collect, consolidate, and analyse training data such as participation rates, completion status, feedback scores, and training effectiveness. Administer the relevant training requisition and record management systems, troubleshoot record-related issues, and ensure data integrity. Manage the issuance, tracking, and archiving of training and competency certificates in accordance with company policies and governance requirements.
  • Lead the budgeting process for capability development initiatives, track expenses, and process vendor invoices, back-charging, and payments in compliance with company policies. Administer the Human Resource Development Corporation (HRDC) system, ensuring all grants and claims are processed in accordance with due process and regulatory requirements.
  • Plan and coordinate the development and implementation of capability engagement & communication for information sharing, promoting programs, and cascading with relevant stakeholders. Support initiatives to strengthen partnerships with local and international TVETs, polytechnics, and higher learning institutions to facilitate upskilling, cross-learning, and capability development in line with future workforce needs. Coordinate industry–academia collaboration activities, including curriculum alignment, expert lectures, industrial attachment programmes, joint faculty projects, and structured capability-building engagements.
