A leading digital solutions provider based in Kuala Lumpur is seeking a Project Manager to lead the establishment of a centralized Operations and Monitoring Center. The role involves overseeing infrastructure readiness, systems implementation, and coordination of various operational functions. Candidates should have a Bachelor's Degree in Engineering, at least 8-10 years of relevant project management experience, and strong communication skills in English and Bahasa Malaysia. The Project Manager will lead the end-to-end establishment and operational readiness of a centralized Operations and Monitoring Center that supports critical, time-sensitive incident verification and response coordination services.
This role carries full accountability for planning, setting up, and delivering the Operations Center, including infrastructure readiness, systems implementation, manpower planning, operational governance, and cross-functional coordination.
In addition to project delivery, the Project Manager will oversee the setup and alignment of key operational functions such as Client Management, Technical Engineering, Service Desk Operations, and Product Enablement, ensuring all functions operate cohesively within a high-reliability service environment.
Lead the full lifecycle establishment of the Operations Center, from initial planning through to operational launch.
Define project scope, timelines, budgets, and milestones, ensuring delivery within agreed schedules and cost parameters.
Drive cross-functional coordination across internal teams including Technical, IT, HR, Facilities, Compliance, and Finance to ensure integrated execution.
Identify project risks early and implement mitigation plans aligned with operational and regulatory expectations.
Oversee the setup of the Operations Center’s physical infrastructure and mission-critical systems.
Work closely with internal technical and IT teams to ensure effective integration of monitoring, communication, verification, and escalation platforms.
Manage external vendors and contractors for procurement, installation, testing, and commissioning activities.
Ensure systems, processes, and infrastructure comply with applicable safety, quality, and regulatory frameworks.
Define manpower requirements, role structures, and shift models to support 24/7 or time-critical operations where applicable.
Oversee recruitment, onboarding, and readiness of key operational roles, including:
Client Management roles responsible for onboarding, implementation coordination, and ongoing client liaison.
Technical Engineering roles supporting system integration, troubleshooting, and maintenance activities.
Service Desk / Operations Support teams responsible for incident verification, customer interaction, and escalation handling.
Product Enablement or Training roles to ensure consistent operational and technical competency across teams.
Establish clear SOPs, workflows, escalation matrices, and governance frameworks to support reliable daily operations.
Act as the primary point of contact for engagement with relevant external stakeholders and oversight bodies, where required.
Maintain effective working relationships with internal leadership, operational teams, vendors, and external parties to ensure alignment, compliance, and service continuity.
Ensure sensitive information and operational protocols are handled with strict confidentiality and professionalism.
Track project and operational readiness against defined milestones, deliverables, and budgets.
Prepare and present structured progress updates, risk registers, and implementation reports to senior management.
Lead post-implementation reviews to identify lessons learned and drive continuous improvement in systems, processes, and governance.
Bachelor’s Degree in Engineering (Electrical preferred), Project Management, or a related discipline.
Minimum 8-10 years of relevant project management experience, ideally involving operations setup, centralized monitoring environments, infrastructure deployment, or regulated service environments.
Proven experience leading multi-disciplinary teams, including technical, operational, and service delivery functions.
Strong stakeholder management capability, including vendor coordination and engagement with external parties.
High level of professionalism, discretion, and accountability in handling sensitive operational matters.
Excellent communication skills in English and Bahasa Malaysia.
PMP, PRINCE2, or equivalent project management certification is an advantage.
Strong ownership mindset with the ability to translate strategy into execution.
