We are seeking an experienced Project Manager to lead and oversee the outsourced implementation of Microsoft Dynamics 365 across enterprise functions within the water utility domain. This role requires strong project governance skills, proven experience managing external vendors, and the ability to drive execution through structured PM methodologies.
The Project Manager will be based in Johor and proficient in engaging daily with business users, senior leadership teams, and CXO stakeholders. Experience with regulatory requirements, utility-sector processes, and large-scale transformation programs is an added advantage.
Key Responsibilities
- Lead end-to-end project planning and delivery governance, including scope definition, delivery roadmap, work breakdown structure, timelines, resource allocation, and budget control.
- Establish and enforce project governance frameworks, including quality gates, checkpoints, RACI matrices, escalation paths, and alignment with standard project management methodologies.
- Oversee execution and delivery of Microsoft Dynamics 365 implementation streams, covering CRM, Billing, Field Service, Asset Management, Customer Service, and system integrations.
- Coordinate cross-functional teams comprising technical leads, functional consultants, QA teams, vendors, and business users across requirements gathering, solution design, UAT, cutover, and go-live phases.
- Manage vendors, system integrators, and third-party partners to ensure delivery quality, adherence to timelines, and compliance with contractual and commercial obligations.
- Maintain and continuously refine the Project Management Plan to ensure alignment with business objectives, technology architecture, and regulatory requirements.
- Monitor deliverables and solution outcomes to ensure compliance with acceptance criteria, enterprise architecture standards, and audit or regulatory expectations.
- Drive stakeholder engagement and executive communication through steering committees, CXO updates, senior management briefings, and structured status reviews.
- Develop and deliver structured project reporting, including weekly and monthly status reports, dashboards, milestone trackers, risk registers, and executive summaries.
- Maintain a proactive risk, issue, and dependency management framework with early identification, impact assessment, mitigation planning, and timely escalation.
- Manage scope and change requests through formal change control processes, working closely with business stakeholders and vendors.
- Ensure end-to-end transparency and alignment across business, IT, and operational teams through clear and timely communication.
- Conduct regular cadence meetings to track execution, resolve blockers, and maintain cross-team alignment.
- Build strong working relationships with on-ground operational teams and business owners to ensure practical delivery alignment.
- Align project activities with water utility operational processes such as customer management, billing cycles, NRW workflows, GIS integration, field operations, and service request management.
- Demonstrate understanding of Malaysian water utility regulatory and operating models, including SPAN requirements and state water authority governance frameworks.
Requirements
- Bachelor’s degree in Computer Science, Engineering, Information Systems, Business, or related field.
- 10+ years of project management experience, with at least 5+ years managing enterprise software implementation projects.
- Proven experience managing outsourced vendors and SI partners in large transformation programs.
- Strong understanding of project management frameworks including PMI PMBOK, PRINCE2, Agile, Hybrid PM methodologies.
- Familiarity with Microsoft Dynamics 365 (CE/F&O/Field Service) delivery cycles.
- Excellent communication, negotiation, and stakeholder management skills.
- Experience interacting with senior executives, CXO teams, PMOs, and regulatory bodies.
- Demonstrated ability to lead cross-functional teams, drive delivery outcomes, and manage multi-stream execution.
- Strong competency in risk management, issue resolution, and data-driven reporting.
