Job summary

A prominent offshore construction company in Kuala Lumpur is seeking an Offshore Construction Manager to oversee all offshore construction activities and ensure compliance with HSE requirements. The ideal candidate must possess a Bachelor’s degree in Engineering, a minimum of 20 years' experience in the Oil & Gas industry, and proven leadership within offshore operations. Job description

The Offshore Construction Manager (OCM) is responsible for coordinating and supervising all offshore construction works and related harbour facilities, ensuring they are delivered safely, efficiently, within schedule, and to the highest quality standards. The OCM ensures compliance with HSE requirements, oversees offshore construction resources, and maintains strong communication with clients, project management, and all stakeholders.

Principal Accountabilities
  • Plan, coordinate, and oversee all offshore construction activities in alignment with project schedules and objectives.
  • Ensure project operations comply with design specifications, operating parameters, and client requirements.
  • Lead offshore mobilization, demobilization, and logistics for personnel, materials, and equipment.
  • Monitor daily offshore progress and provide accurate reports to Project Management.
  • Convene and record daily onboard operations meetings, project briefings, and safety toolbox talks.
  • Minimize operational costs while maintaining optimal safety and performance.
HSE & Compliance
  • Maintain a strong safety culture, ensuring no undue pressure to compromise health, safety, or environmental standards.
  • Ensure all offshore/diving activities comply with legislative directives, company manuals, and safety memoranda.
  • Guarantee all records and documents required by legislation, client, and company are properly maintained and available.
  • Implement, monitor, and document preventative maintenance and certification programs for offshore and diving equipment.
Client & Stakeholder Management
  • Serve as the offshore focal point for clients, project management, subcontractors, and vendors.
  • Maintain positive working relationships with clients, ensuring expectations are met and exceeded.
  • Provide clear communication to project management and ensure offshore teams are fully briefed on work scopes and responsibilities.
Team Management
  • Ensure operations team members are competent, certified, and fit for duty.
  • Oversee crew changes, ensuring they are executed safely and efficiently.
  • Mentor, guide, and support offshore supervisors and crew to maintain strong operational performance.
Quality & Risk Control
  • Uphold company quality assurance and control philosophy across all offshore construction and diving operations.
  • Ensure offshore activities adhere to applicable standards, specifications, and client requirements.
  • Identify risks proactively and implement mitigation strategies to ensure project success.
Qualifications and Experience
Education & Certifications
  • Bachelor’s Degree in Engineering, Marine, Mechanical, or related discipline.
  • Bachelor’s in Business Administration with strong construction/operations track record will be considered.
  • Offshore Survival (BOSIET/FOET with HUET) and valid medical certification required.
  • PMP or equivalent project management certification is an advantage.
Experience
  • Minimum 20 years’ experience in Oil & Gas industry with proven leadership in offshore construction operations.
  • Strong background in project controls, contracts, and operations, including:
    • Loading/Loadout of coated and bare line pipes
    • Subsea works and offshore erection activities
    • Fabrication of piping systems
    • Power cable (33kV) pulling and installation
  • Demonstrated ability to lead large, multidisciplinary offshore construction teams in challenging environments.
  • Strong leadership and decision‑making skills in offshore settings.
  • Exceptional communication and interpersonal abilities.
  • Ability to convey precise and accurate information for management decision‑making.
  • Strategic thinker, proactive problem solver, and results‑driven planner.
  • Proficient in MS Office and project planning tools.
