Job Purpose
The Officer, Procurement is responsible for maintaining effective supplier relationships, evaluating sourcing options, approving purchases, and ensuring accurate procurement records in line with organizational policies and best practices.
Key Responsibilities
- Act as the primary point of contact for procurement matters, providing strategic procurement support and advice across the full procurement lifecycle.
- Lead procurement activities for high-risk and high-value contracts, including market engagement, supplier due diligence, tendering, contract negotiation, and award.
- Work closely with the Department and Division to deliver the Procurement Strategy and improve supplier relationships, and communication.
- Support the Procurement and Finance teams by delivering procurement-related training and guidance to internal stakeholders.
- Maintain procurement guidelines, templates, tools, and reference materials on the organizational hub.
- Conduct supplier due diligence to identify supply chain risks and advise on mitigation measures.
- Prepare regular reports on supplier and contract performance to support effective decision‑making.
- Uphold the principles and objectives of the Malaysian Red Crescent.
- Perform any other duties as assigned by the line manager.
Job Requirements
Qualifications
- Bachelor’s Degree in Accounting, Business Management, or a related field (preferred).
Experience
- Minimum five (3) years of experience in procurement within a large organization, Government‑Linked Company (GLC), or equivalent.
Knowledge & Skills
- Strong knowledge of strategic procurement principles.
- Proven experience in providing procurement advice to stakeholders at all organizational levels.
- Good understanding of commercial risks and the ability to provide sound commercial advice.
- Excellent IT skills, including advanced Excel and experience with databases and analytics tools.
- High level of integrity, honesty, and professionalism, with no conflict of interest.
Languages
- Proficient in both spoken and written English and Bahasa Malaysia.
