A financial institution in Kuala Lumpur is seeking a Manager/AVP for Health, Safety & Environment to develop and implement an OHS Management system. The role includes monitoring compliance with regulations, planning safety trainings, and advising on health and safety measures. Candidates should have at least 5 years of relevant experience and a degree in Occupational Health & Safety or similar, along with relevant certifications. The position offers opportunities to lead safety initiatives and enhance workplace safety standards.
Develop and implement the Occupational Health and Safety (OHS) Management system for the Bank’s operations and formulate the appropriate rules, procedures and methods for the Bank to prevent workplace ill health, incidents or accidents.
Plan and propose annual Health & Safety trainings and monitor OSHA 1994 compliance activities carried out according to the standard practice eg: HIRARC, CHRA, Medical Surveillance and to identify areas where training/certification is required to meet the standards imposed by Legislation, Approved Codes of Practice, or Health, Safety and Environment guidance. Arrange such training/certification once identified.
Provide input into drawing up the budget for the expenditure of resources for operations for protection of Bank assets where compromise or loss of these assets can affect Bank operation.
Advise the employer on the measures to be taken in the interests of the Health and Safety of the persons employed in the place of work;
Inspect the place of work to determine whether any machinery, equipment, substance, appliance or process used in the place of work, is of such nature as to be liable to cause bodily injury to any person working in the place of work;
Investigate any accident, near-miss accident, dangerous occurrence, occupational poisoning or occupational disease that has happened at the place of work;
Supervise and assist the employer or the safety and health committee in organizing and implementing OHSE program at the place of work;
Supervise the Safety and Health Committee and perform all functions of a secretary;
Supervise and assist the Safety and Health Committee in any inspection of the place of work for the purpose of checking the effectiveness and efficacy of any measures taken in compliance with the Act or any regulations made under the Act;
Collect, analyse and maintain statistics on any Accident, Dangerous Occurrence, Occupational Poisoning and Occupational Disease that have occurred at the place of work; and
Supervise and assist any officer in carrying out his duty under the Act or any regulations made under the Act.
Conduct risk assessments as and when required by legislation; review at relevant intervals and maintain records of the same.
Undertake audits and workplace inspections of operations, job hazard analysis and other evaluations to identify hazards and potential risks. Propose recommendations to the management for corrective action, compile and table the finding to Safety & Health Committee.
To carry out any other instruction made by the employer or any other person in charge of the place of work on any matters pertaining to the safety and health of the place of work.
Undertake other duties and responsibilities as may be assigned by the management from time to time or as and when necessary for the effective realization of the job purpose.
Job Requirements
Preferably a Diploma / Bachelor’s Degree in OccupationalSafety & Health or other related fields.
Minimum 5 years of relevant experience in Occupational Health, Safety and Environment of diverse working conditions and staff
Previous experience in a similar role/environment is an added advantage
Extensive knowledge of the current legislation in all areas of Occupational Health and Safety at the place of work.
Strong critical thinking skills
Good oral and written communication skills.
Strong organizational or administrative skills with attention to detail and a methodical approach.
Candidate must possess a Professional Certificate in Safety & Health Officer from NIOSH or a recognized safety and health officer qualification from DOSH.
Possess a valid green book and registered as certified Safety and Health Officer with DOSH.
