JOB DESCRIPTION
The Infrastructure Project Manager (Infra PM) plays a pivotal role in leading and coordinating all infrastructure project and service delivery activities within the Digital Infrastructure Department (DID). As the central coordination lead and single point of contact for infrastructure matters, the Infra PM manages end-to-end request handling, stakeholder engagement and cross-department collaboration while overseeing the full lifecycle of infrastructure projects through tailored project management practices that govern scope, schedule, cost, quality and risk in alignment with governance, security and enterprise architecture standards.
The role provides technical delivery oversight by working closely with subject matter experts to ensure design clarity, implementation quality and compliance across all infrastructure domains, while supporting operational continuity through effective coordination of incident, problem and change management activities. In parallel, the Infra PM strengthens DID’s delivery capability by driving process optimisation, continuous-improvement initiatives and team competency development, and fulfils Infra PMO functions by prioritising infrastructure portfolios, aligning resource capacity, monitoring cross-project performance, consolidating reporting and providing insights that support strategic decision-making and governance visibility for DID leadership.
RESPONSIBILITIES
- Lead end-to-end delivery of infrastructure projects by tailoring project management approaches based on complexity and requirements, developing integrated plans, coordinating internal teams and vendors, and ensuring delivery meets agreed scope, budget, quality and timeline.
- Define and govern project scope by facilitating requirement-gathering sessions, validating constraints and dependencies, managing change requests, and ensuring scope, schedule and cost impacts are assessed and approved through proper governance channels.
- Develop realistic project schedules, milestones and delivery roadmaps, continuously monitor progress, drive risk-based adjustments, and communicate performance indicators through structured reporting and leadership updates.
- Manage project financials by preparing cost estimates, validating vendor proposals, tracking expenditure, forecasting budget utilisation and ensuring compliance with procurement and governance policies.
- Adopt a proactive approach to risk and issue management by identifying uncertainties early, maintaining an updated risk register, implementing mitigation and response plans, and collaborating with Risk, Audit and Information Security units to ensure compliance and resilience.
- Ensure the quality of technical deliverables by coordinating with subject matter experts, defining acceptance criteria, overseeing implementation and testing activities, and validating alignment with infrastructure, security and enterprise architecture standards.
- Drive project closure and benefits realisation by coordinating operational handover, ensuring acceptance criteria are fulfilled, completing required documentation, and capturing lessons learned to strengthen future delivery.
- Act as the central coordination lead and single point of contact for all infrastructure service and project requests, ensuring DID is accurately represented through effective request tracking, cross-team collaboration and active participation in governance and planning forums.
- Provide technical delivery oversight by coordinating domain SMEs, guiding solution discussions, identifying design gaps and risks, and ensuring implementation quality across network, platform, cloud, database and data centre services.
- Support operational stability by coordinating incident, problem and change management processes, ensuring issues are resolved promptly, transitions and handovers are well-managed, and change requests are properly assessed and communicated to stakeholders.
- Perform Infra PMO governance functions by driving portfolio prioritisation and project readiness assessments, ensuring alignment to DID strategic objectives, coordinating resource capacity planning across infrastructure domains, and enforcing standard project management practices, templates and reporting requirements for all infrastructure initiatives.
- Execute Infra PMO portfolio oversight by consolidating project performance data, monitoring cross-project progress, risks, schedules and financials, maintaining comprehensive portfolio dashboards, and providing structured insights, analysis and recommendations to DID leadership to support strategic decision-making and portfolio governance.
REQUIREMENTS
Technical Skills
- Proven technical expertise across multiple infrastructure domains (network, platform, cloud, database, data centre, DR, Windows Server, Linux, AS400 and other infrastructure area).
- Strong understanding of infrastructure design, architecture, and lifecycle management.
- Proficient in Microsoft Project, Jira and Office tools.
- Excellent leadership, communication, and stakeholder-management skills.
- Able to work outside normal hours for implementation or critical support.
- Excellent command of Bahasa Malaysia and English, spoken and written.
Qualifications
- Malaysian citizen.
- Obtain a pass in Bahasa Melayu, including an oral test in Sijil Pelajaran Malaysia (SPM) level or equivalent qualification recognised by the Government.
- Bachelor’s degree (Honors) or master’s in Computer Science, Information Technology, or equivalent which is recognised by the Government from any local or abroad higher learning institution with a minimum CGPA of 3.00.
- Certifications in PMP/PRINCE2 and/or technical fields (VMware, Cisco, Azure, Red Hat, IBM iSeries) are advantage.
Requirements
Minimum 7 years’ experience in IT infrastructure delivery, operations, or project management.
Able to commute to office in Kwasa Damansara.
