Responsibilities
- Support the Development team in all aspects of external and internal interfaces, including taking the lead interface role with Petronas, JVPs, government entities, key contractors and suppliers. Maintain a strong internal interface with the Supply Chain, Finance, Exploration and Commercial functions.
- Manage all brownfield interfaces and establish a comprehensive interface plan to attain best value and performance across Mubadala Energy's Development activities. Identify, develop, implement, integrate and continually audit interface policies, procedures and processes.
- Ensure project interface reporting meets Company requirements and that work is executed efficiently and in accordance with policies and procedures.
- Provide input to contracting strategies, contractor and vendor prequalification and selection.
- Ensure Mubadala Energy’s HSSE philosophies are articulated and incorporated within all interface management plans.
Key Accountabilities
Health, Safety & Environment
- Ensure compliance with interfaces related to safety, quality and environmental management policies, procedures and controls relating to the project.
- Generate interface management procedures that guarantee employee safety, regulatory compliance, delivery of high-quality products/services, and a responsible environmental attitude.
- Demonstrate exemplary commitment to Mubadala Energy's HSSE goals and culture.
- Establish clear mitigation measures within interface management to capture HSSE and asset integrity risks, and review regularly.
- Create and maintain the Development interface management plan and associated databases.
- Draft and manage policies and procedures to measure progress and risks of interfaces; draft interface requirements for critical contractors/suppliers.
- Input to procedures to monitor contractor systems to ensure alignment with company standards and reporting obligations.
Development Interfaces Management
- Lead the interface expertise and frameworks to support the delivery of assigned Development projects (initially Pegaga) through Define and Operate Stage.
- Identify and manage all key external and internal interfaces.
- Lead the Development Interfaces Team to meet or exceed cost and schedule targets.
- Act as the Development Team’s project manager for brownfield matters and interfaces.
- Manage Mubadala Energy’s interests through various interfaces and ensure compliance with PSC, JOA and key agreements.
- Set project goals to achieve above-average industry performance for relevant interface benchmarks.
- Ensure deliverables progress in line with Mubadala Energy's Stage Gate Process and Malaysia standards and practices.
- Capture, verify and provide interface-related information to VP Technical, Joint Venture Partners, Regulators and other stakeholders.
- Manage day-to-day project interfaces and reporting; support Change and Risk documentation with Facilities, QA, HSSE and Line Managers.
Partnerships & Relationship Management
- Manage external relations and interfaces with Petronas, JV partners and other stakeholders to meet business objectives.
- Link the project into the business unit finance, supply chain, exploration and commercial functions; establish relationships to integrate project into the business unit.
- Support the VP Technical in delivering the Mubadala Energy stage gate process deliverables.
- Form solid relationships with JVP representatives and government bodies to ensure smooth functional approvals.
Budgets and Plans
- Support the Vice President (VP) Technical in preparing and consolidating Development budgets.
- Coordinate with Development Management to align with Petronas and JV partners on work plans and budgets.
- Prepare Approvals for Expenditure (AFEs) as requested by VP Technical.
Leadership
- Lead the Development Interface Team.
- Demonstrate leadership in disciplined areas of expertise and strong relationship management.
Knowledge, Skills & Experience
Knowledge & Experience:
- A degree or equivalent in a relevant engineering discipline.
- Minimum of 15 years of experience, ideally 20 years, in a similar or related role.
- Experience in a PSC environment, ideally including interactions with Petronas.
- Experience working with different cultures and exposure to diverse development work scopes.
Skills:
Excellent project management skills, strong communication, analytical abilities, interpersonal skills and diverse exposure to the process of field development.
