Responsibilities
- Human Resources Management (End-to-End HR)
- Manage full spectrum of HR functions including recruitment, onboarding, confirmation, transfer, promotion, disciplinary matters, and separation.
- Develop, review, and implement HR policies, procedures, and SOPs in compliance with Malaysian labour laws.
- Ensure proper maintenance of employee records, contracts, and HR documentation.
- Act as a key HR advisor to management on people-related matters.
- Manpower Planning & Recruitment (Manufacturing & Semiconductor)
- Lead manpower planning activities aligned with production and operational requirements.
- Manage recruitment for manufacturing, engineering, technical, and support roles.
- Coordinate with production, engineering, and department heads to meet staffing needs.
- Oversee foreign worker recruitment processes (if applicable), including permits and compliance.
- Oversee payroll processing and ensure accuracy and timeliness.
- Ensure statutory compliance for EPF, SOCSO, EIS, PCB, leave entitlements, and other labour-related requirements.
- Manage employee compensation, allowances, overtime, shift arrangements, and benefits administration.
- Support management in salary review, bonus planning, and incentive schemes.
- Industrial Relations & Discipline
- Handle disciplinary matters, domestic inquiries, misconduct cases, and grievance handling in accordance with labour laws.
- Liaise with relevant authorities such as Labour Department, JTKSM, and other statutory bodies.
- Advise management on industrial relations risks and dispute prevention strategies.
- Prepare show cause letters, warning letters, and disciplinary documentation.
- Performance Management & Employee Development
- Manage performance appraisal systems and KPI implementation.
- Coordinate training and development programs to support technical and operational needs.
- Identify talent development and succession planning opportunities.
- Support department managers in employee coaching and performance improvement plans.
- HR Compliance, Audit & Legal Matters
- Ensure full compliance with Employment Act 1955, labour regulations, and company policies.
- Prepare HR documentation for internal and external audits (ISO, customer audit, statutory audit).
- Maintain up-to-date HR policies, handbooks, and employment contracts.
- Ensure confidentiality and proper handling of employee information.
- HR Systems, Process Improvement & Reporting
- Implement and improve HR systems, workflows, and record management.
- Prepare HR reports related to manpower, turnover, absenteeism, and disciplinary cases.
- Drive continuous improvement initiatives to enhance HR efficiency and effectiveness.
- Support HR digitalization initiatives suitable for a growing manufacturing environment.
- Lead and guide HR team members to ensure consistent HR practices.
- Work closely with Management, Production, Engineering, and Operations teams.
- Promote positive employee relations and a compliant, professional workplace culture.
- Support management in change management and organizational restructuring initiatives.
Required Qualifications & Skills
- Education
- Bachelor’s Degree in Human Resources, Business Administration, or a related field.
- Professional HR certification (e.g. CHRP, SHRM, CIPD) is an added advantage.
- Experience
- Minimum 5–8 years of HR experience.
- Mandatory experience in semiconductor and/or manufacturing industry.
- Strong exposure to industrial relations, labour law, and shop-floor workforce management.
- Experience working in a start-up or rapidly growing manufacturing company is highly preferred.
- Technical & Regulatory Knowledge
- Strong knowledge of Employment Act 1955, Industrial Relations Act, and labour regulations.
- Hands-on experience with payroll coordination and statutory submissions.
- Familiar with HR audits, ISO requirements, and customer compliance standards.
- Soft Skills
- Strong leadership, communication, and interpersonal skills.
- Firm, fair, and professional in handling disciplinary and employee matters.
- Hands-on, proactive, and adaptable to a dynamic manufacturing environment.
- High level of integrity and confidentiality.
