Job Description
Our client is a large transportation group in Malaysia and they are looking for a Head of Project Management Office (PMO) for Northern region. This person will be responsible to lead, manage, and monitor all project-related approvals and compliance from the planning to implementation stages. The role also serves a key advisory function in tracking project progress and providing strategic insights to both internal and external stakeholders.
Principal Accountabilities
- Lead the development and management of the overall Master Implementation Programme.
- Guide project teams to ensure timely, cost-effective delivery while maintaining quality standards.
- Monitor the construction progress of railway-related infrastructure (depots, stations) to ensure adherence to schedule.
- Ensure all required project approvals and statutory submissions are secured across all phases.
- Develop and implement an approval matrix and compliance strategies.
- Facilitate timely applications for the Certificate of Fitness or Certificate of Completion and Compliance for completed works.
Records & Documentation
- Oversee the administrative and records management activities of the Mutiara Line project.
- Ensure compliance with governance standards for document control, including oversight of consultant and contractor submissions.
- Coordinate with the Document Control team under the Standards and Compliance Division.
Stakeholder Engagement & Reporting
- Act as the key liaison for project progress reporting to internal leadership and external stakeholders.
- Collate and prepare comprehensive reports and maintain an updated project database.
- Organise and facilitate project-related meetings, ensuring effective communication and decision‑making.
- Provide leadership and direction to the PMO team, including discipline leads.
- Cultivate a collaborative environment focused on delivering project milestones.
- Identify and resolve project risks or issues early.
Governance & Integrity
- Support and uphold the implementation of Anti‑Bribery Management Systems (ABMS) as required by the organisation.
- Comply with all integrity, governance, and compliance requirements and refrain from engaging in any corrupt practices.
Requirements
Qualification & Experience
- Bachelor’s Degree in Civil, Mechanical, or Electrical Engineering (CGPA ≥ 3.00 or equivalent).
- Minimum of 15 years of experience in project controls and progress monitoring, preferably in large‑scale infrastructure or building projects.
- Proficient in using Primavera P6 project management software.
- Sound understanding of contracts and contract administration.
- Strong skills in data analysis, reporting, and scheduling.
- Proficiency in planning tools such as Primavera or MS Project is preferred.
- Excellent communication and coordination abilities.
- Able to work collaboratively across departments and with external stakeholders.
- Familiar with progress measurement methods and project performance tracking.
