Boustead Holdings Berhad is seeking a highly experienced Group Chief Procurement Officer (GCPro) to provide Group-wide leadership, governance, and oversight of procurement and supply chain functions. Reporting directly to the Group Managing Director, this role is critical in ensuring transparency, value-for-money, risk control, and strict compliance with governance and ethical standards, with a strong emphasis on defence and strategic procurement.

Key Responsibilities
  • Establish and execute Group procurement strategies, policies, and governance frameworks, while driving cost optimisation, vendor capability development, and secure supply‑chain practices.
  • Provide strategic and operational leadership across procurement, contracting, and supplier management to support business objectives and national priorities.
  • Establish and enforce Group‑wide procurement strategies, policies, and governance frameworks in line with LoA, audit, and ethical requirements.
  • Drive value‑for‑money and cost optimisation initiatives through strategic sourcing, spend aggregation, benchmarking, and lifecycle cost analysis.
  • Oversee tendering, evaluation governance, negotiations, and contract award processes, ensuring commercial protection and risk mitigation.
  • Lead vendor development and supplier performance programmes, including localisation, industrial participation, and capability enhancement.
  • Provide procurement leadership and oversight across Defence programmes, ensuring alignment with capability needs, lifecycle costs, and contractual obligations.
  • Strengthen supply‑chain security, compliance with national regulations, export controls, and protection of restricted or classified information.
  • Lead digital procurement initiatives, including e‑procurement systems, spend analytics, audit trails, and workflow controls.
  • Build and develop strong procurement leadership and technical capabilities, fostering a culture of integrity, accountability, and professional excellence.
Requirements
  • Bachelor’s Degree in Business, Engineering, Supply Chain, Law, or a related field.
  • Postgraduate qualification (MBA or equivalent) is preferred; professional procurement certification is an advantage.
  • Minimum 15 years of leadership experience in procurement, preferably within defence, public sector, or strategic industries.
  • Proven track record managing complex, high‑value, and high‑risk procurement and contracting portfolios.
