About the Role
The Finance Director, Property Development SBU will be a key member of the SBU leadership team, functionally reporting to the Group Chief Financial Officer (GCFO) and operationally reporting to the Managing Director, Property Development SBU. This role is responsible for driving financial performance, discipline, and governance at SBU level while ensuring full alignment with Group financial strategies, policies, and standards.
Job Purpose
To provide strategic financial leadership, governance, and commercial partnership to Cahya Mata’s Property SBUs, ensuring disciplined financial management across development, investment, and asset-management portfolios, while aligning property financial strategies with Group policies, risk appetite, and long-term value creation objectives.
Key Responsibilities
Strategic Finance & Business Partnership
- Act as a trusted finance partner to the Managing Director(s), Property Development SBUs, supporting strategic, investment, and development decisions.
- Translate property strategies (development, leasing, divestment, asset optimisation) into robust financial plans and performance metrics.
- Provide commercial insights on land acquisition, development phasing, funding structures, and portfolio returns.
Property Financial Management & Performance
- Oversee financial planning, budgeting, and forecasting for property development and investment portfolios.
- Monitor project-level profitability, development costs, margins, and return metrics (IRR, NPV, yield).
- Drive financial discipline across construction costs, consultant fees, financing costs, and operating expenses.
Project Finance, Capex & Cost Control
- Lead financial oversight of property development projects, including capex control, cashflow profiling, and drawdown management.
- Review and approve development budgets, variation orders, and cost-to-complete forecasts.
- Ensure timely financial reporting on project progress, cash utilisation, and funding requirements.
Investment, Valuation & Feasibility
- Lead financial feasibility studies for new developments, joint ventures, and land acquisitions.
- Oversee property valuation processes in collaboration with external valuers and auditors.
- Support structuring and evaluation of joint ventures, partnerships, and disposal strategies.
Treasury, Funding & Cashflow Management
- Work closely with Group Finance on funding strategies, project financing, and banking facilities.
- Manage cashflow across development cycles, rental income, and asset monetisation.
- Ensure compliance with financing covenants and optimal capital structuring for property assets.
Governance, Compliance & Reporting
- Ensure compliance with Group financial policies, accounting standards, and regulatory requirements.
- Oversee timely financial closing, statutory reporting, and audit processes for Property SBUs.
- Strengthen internal controls, risk management, and financial governance across property operations.
Team Leadership & Capability Building
- Lead and develop the Property finance team, ensuring strong succession planning and capability depth.
- Drive a culture of accountability, commercial mindset, and continuous improvement.
- Ensure finance teams effectively support project teams, leasing, and asset management functions.
Qualifications & Experience
- Professional qualification in Accounting or Finance (ACCA, CPA, CIMA, ICAEW or equivalent).
- Minimum 15 years of finance experience, with significant exposure in the property / real estate industry.
- Proven experience in property development finance, investment analysis, and project-based financial management.
- Strong understanding of property valuation, feasibility modelling, and project financing structures.
- Experience working within a Group / conglomerate structure with matrix reporting is an advantage.
