Job Description

ROLE PURPOSE

The First Level Executive supervises TKSR Unit on provision of services related to the Bank's Childcare Centre i.e., Tunas Kijang (TK), BNM staff awards to eligible recipients, monitors the performance of outsource service provider (OSP) and ensures services provided are aligned with the service level standards set as per client's expectations as well as assist the Manager in managing the resources (including assets) allocated/procured by the Unit.

Responsibilities

PRINCIPAL ACCOUNTABILITIES

  • Tunas Kijang Operations: Ensure effective collaboration with OSP, internal collaborators and strategic stakeholders in managing TK facilities including ensure that the cleanliness, hygiene, licensing, and safety aspects in relation to all services rendered fulfils regulatory requirements by the authorities. The role includes ensuring execution and management of TK as stipulated in the Bank’s Terms and Conditions of Service, as well as other HR policies, procedures, and guidelines.
  • Management of Staff Award: Manage operations related to staff awards (Long Service Award – LSA and Retirees Award – RA) including ensuring compliance with the Bank’s policies, procedures, and guidelines for the staff database, procurement activities, Kijang Emas movement database including organising recognition events and distribution of awards to the eligible recipients.
  • Process Improvement: Ensure continuous process improvement and culture of innovation within the Unit, Sector and the Bank as needed.
  • Staying Updated on Trends: Identify and propose relevant best practices in childcare industries and staff award that can be adopted in the Bank to enhance service quality, improve client experience, and create higher value proposition.
  • Operational Efficiency and Effectiveness:
  • Business Plan and Budget Management: Assist in proposing an annual business plan for the Unit, collaborating to align it with the department’s goals and objectives. Additionally, plays a key role in managing the annual operating plan and planning and executing the monthly expenditure.
  • Procurement and Vendor Management: Liaise with the Centralised Procurement Department (CPD) on all procurement matters and assist in monitoring appointed vendors to ensure timely project completion.
  • Audit and Process Improvement: Conduct an annual self-audit for the section and propose any necessary process improvements for the Unit.
  • Networking, Learning & Development: To establish and maintain networks with industries, stay informed about industry developments and safety measures. Additionally, closely monitor self-development to bridge any knowledge gap.
  • Asset Management: Ensure maintenance, replacement and disposal of assets and services that support the effectiveness of TKSR services are conducted in a prudent and timely manner and in accordance with the Bank’s policies and guidelines. Prepare and undertake timely analysis of utilisation trends and recommend inputs for policy intervention.
Qualifications

QUALIFICATIONS & EXPERIENCE

Academic Qualifications:

  • Bachelor’s degree preferably in Early Childhood Education / Psychology with Management / Education with Management / Business Administration with a Diploma in Early Childhood Care and Education or other related fields.

Experience:

  • Preferably have few years of experiences in managing vendor especially a childcare centre would be an added value.
