Executive - Procurement (QS Qualification)
Manage cost estimation and procurement for non-production items such as equipment rental, renovation, and maintenance services.
Review supplier quotations and Bills of Quantities (BQ) to ensure value-for-money and compliance with scope and specifications.
Conduct cost analysis, budgeting, and tender evaluations for outsourced works and service contracts.
Draft and review scopes of work and contract terms to safeguard commercial interests.
Monitor budgets, track cost variances, and certify contractor invoices and claims.
Coordinate with project and QS teams for pricing validation and maintain vendor cost databases for benchmarking.
Responsibilities
1. Non-Production Procurement & Cost Management
- Manage cost estimation and procurement for non-production items such as equipment rental, renovation, and maintenance services.
- Review supplier quotations and Bills of Quantities (BQ) to ensure value-for-money and compliance with scope and specifications.
- Conduct cost analysis, budgeting, and tender evaluations for outsourced works and service contracts.
- Draft and review scopes of work and contract terms to safeguard commercial interests.
- Monitor budgets, track cost variances, and certify contractor invoices and claims.
- Coordinate with project and QS teams for pricing validation and maintain vendor cost databases for benchmarking.
2. Customs & Import/Export Management
- Manage full customs documentation (K1, K2, K3, COO, BL, invoice, packing list) and ensure proper HS code classification.
- Liaise with freight forwarders, customs brokers, and authorities (JKDM, MITI, SIRIM, MAQIS).
- Ensure compliance with Incoterms, FTAs, and duty exemption procedures.
- Track shipments and coordinate timely customs clearance to meet project schedules.
- Experienced in handling Letters of Credit and Bank Guarantees.
3. Continuous Improvement & Reporting
- Identify cost-saving opportunities through better contract structuring and vendor negotiations.
- Implement cost control and reporting tools to enhance spending visibility.
- Support internal audits and procurement reviews to ensure transparency and compliance.
Requirements
- Diploma/Degree in Quantity Surveyor (Preferred), Supply Chain Management, Business, or related field.
- Minimum 2–3 years experience in procurement or QS or Contract Management (those from QS background with Procurement exposure will have an added advantage).
- Knowledge in equipment rental markets and service vendor management.
- Familiarity with custom clearance and import/export documentation is an added advantage.
- Strong negotiation, communication, and organizational skills.
- Ability to multitask and work in a fast-paced environment.
- Proficient in Microsoft Office and procurement systems (e.g., ERP, Oracle, SAP).
- Able to multitask and work under pressure to meet project and shipment deadlines.
- Proficient in understanding Chinese colloquial expressions, facilitating effective communication with vendors from China.
