Job Responsibilities
Parliamentary Input Preparation

Prepare clear, concise, and accurate responses to all Parliamentary Questions (PQs) received via the Parliamentary Affairs Department (PAD) by compiling, synthesizing, and formatting inputs from relevant internal divisions, ensuring strict alignment with MCMC's regulatory policies and official stance.

Submission timelines and formats

Monitor all incoming parliamentary questions, ensuring adherence to submission deadlines, required formats, and procedural compliance.

Coordinate input collection

Engage and liaise with internal divisions to obtain updated, accurate, and policy consistent information. Ensure completeness and accuracy of data before inclusion in final responses.

Maintain the response database

Manage and update a repository of all parliamentary responses, key reference statistics, and supporting documentation to ensure institutional knowledge retention and ease of future reference.

Coordinate the clearance process

Facilitate the internal review and approval process for parliamentary responses in accordance with SOPs. Flag any inconsistencies, gaps, or sensitivities for higher-level attention and risk mitigation.

Monitor parliamentary developments

Proactively track current debates, proceedings, and issues raised in Parliament that are related to MCMC's regulatory focus areas (e.g., network security, online content). Provide timely, summarized updates to the designated officer on emerging risks or opportunities.

Response Repository Management

Manage and update a centralized repository of all finalized Parliamentary Responses, key reference statistics, policy documentation, and supporting evidence to ensure robust institutional knowledge retention and ease of future reference., inform decision-making, and anticipate emerging media narratives.

Stakeholder Engagement and Communication Strategy

Maintain strong working relationships with internal divisions across NSS and MCMC, as well as the PAD and StratGov, to facilitate seamless information flow and coordination for all official government inputs.

Support ILSED Functions

Undertake any other duties or assignments within the Institutional Liaison, Strategy, and External Relations Division (ILSED) as directed, including tasks related to strategic communication, stakeholder engagement, or inter-agency coordination.

Qualifications & Work Experience

Minimum a Bachelor's Degree in Political Science, Social Science, Communications, Public Administration or related fields.

  • 1 - 3 years of professional working experience in a regulatory body.
  • At least 2 years of extensive experience in writing, editing, and crafting communications materials such as press releases, speeches, reports, articles, and other content.
  • At least 2 years in public affairs, public relations, corporate communications, or related fields.
  • Experience in government or regulatory environments is an advantage.
  • Good understanding of Malaysia's parliamentary procedures and formats.
  • Familiarity with MCMC's regulatory role under CMA 1998.
  • Strong writing and editing skills in both Bahasa Malaysia and English.
  • Able to analyze parliamentary questions and coordinate accurate inputs.
  • Strong verbal and written communication skills.
  • Experienced in managing document versioning, formatting, and maintaining parliamentary response records.
  • Detail-oriented and disciplined in managing multiple submissions.
  • Able to work independently while coordinating across departments.
  • Maintains discretion and confidentiality in handling sensitive matters.
  • Strong sense of accountability and follow-through.
  • Strong networking skills and the ability to build and maintain relationships with key stakeholders.
