EPCI Tender Manager

We are currently based at KL Eco City, Malaysia.

Role Purpose

The EPCI Tender Manager is responsible for supporting the Project Manager in progressing all aspects (commercial, contract, technical) of proposal development for EPCI proposals. This role involves structuring and building the proposal workforce and executing it efficiently and in a timely manner once prospects move to the proposal phase (i.e. Pre‑FEED, FEED, and Bid). By ensuring that all proposal steps and milestones are thoroughly assessed, evaluated, explained, and addressed within each proposal or project, this position involves supervising and monitoring the progress of the proposal team’s work in adherence with the business direction provided by executives, the Project/Proposal Sponsor, and ensuring Proposal Management governance is followed by PMT.

Key Accountabilities
  • Monitor and ensure the progress of proposal work to follow required standards and Group Governance principles.
  • Support the Project Manager for overall tender management, including tender deliverable review, preparation of MB/BOD resolution, contract and commercial negotiations with the client.
  • Develop the initial project set‑up (including project code, time‑charge, inter‑billing, and necessary internal approval) with the Project Manager and support the development of team set‑up.
  • Develop the ITT (RFP or CFT) review and deliverable register based on ITT (RFP or CFT) requirements and monitor the progress.
  • Develop and monitor the clarification process such as CQ/TQ processes with project members.
  • Attend contract and commercial negotiations as needed to ensure coordination among stakeholders, especially Subject Matter Experts such as finance, tax, insurance, and local contents.
  • Support coordination for contract, commercial, technical, and executional subjects among EPCI, O&M, and Charter / Finance.
  • Review technical/commercial deliverables and ensure they meet the requirements from the ITT (RFP or CFT).
  • Provide feedback on lessons learned to improve the proposal workflow.
Corporate Function
  • Timely report the progress to the Section Head of the EPCI Proposal Management Section; however, the work shall be autonomously driven by oneself. Periodically review corporate standards and procedures for proposal development and provide inputs to update them if needed.
  • Ensure that all proposal activities are aligned with company policies and industry best practices and more specifically that the proposal management governance and controls are followed by PMT.
