Senior Contracts Executive / Quantity Surveyor (Pre & Post Contracts)
Jati Tinggi Holding Sdn Bhd is looking for three dynamic professionals to join our Commercial Department, handling both Pre-Contract and Post-Contract scopes:
- Costing & Contract Executive – focus on tendering, costing, and client liaison
- Procurement Executive – focus on sourcing, negotiation, and site material support
- Procurement Assistant (Support role – QS not required)
Candidates with a Quantity Surveying background and experience in infrastructure construction are encouraged to apply. Placement will be based on suitability and experience. We deliver high-impact infrastructure and underground utility projects, and are looking for motivated team players who are ready to grow with us.
Key Responsibilities
- Build and maintain relationships with new and existing clients.
- Source new vendors and register with clients for tender eligibility.
- Prepare tender bids including pricing and proposed construction methods.
- Attend site visits, tender briefings, and negotiation meetings.
- Propose tender strategy for management review.
- Review tender compliance and assist with technical submissions.
- Source and obtain quotations from subcontractors.
- Prepare internal handover documentation for project kick-off post-award.
- Attend project kick-off and client meetings as needed.
- Manage and archive all financial documents related to tender submissions.
- Support correspondence on tender and contract matters.
- Follow up on project progress and close out commercially after completion.
- Handle tasks assigned by superiors.
Position 1: Costing & Contract Executive (Pre-Contract / Tender)

- Source and obtain quotations from subcontractors.
- Prepare internal handover documentation for project kick-off post-award.
- Attend project kick-off and client meetings as needed.
- Manage and archive all financial documents related to tender submissions.
- Support correspondence on tender and contract matters.
- Follow up on project progress and close out commercially after completion.
- Handle tasks assigned by superiors.
Position 2: Procurement Executive, Jr/ Sr (Post-Contract & Sourcing)
- Negotiate pricing and terms with suppliers and subcontractors.
- Prepare LOA, WO, and PO for management approval.
- Liaise with suppliers/subcons to ensure timely delivery and site coordination.
- Record Goods Receipt Notes (GRN) and manage procurement documentation.
- Compile supporting documents for invoice and claim processing.
- Participate in meetings to monitor project schedules and progress.
- Prepare and track Variation Orders (VO) as required.
- Issue payment certificates for subcons accurately and promptly.
- Assist project team with preparation of main claims and client invoicing.
- Maintain professional communication with vendors and subcons.
- Organize procurement files and records efficiently.
- Demonstrate proficiency in MS Office and procurement-related software.
- Complete any additional tasks assigned by supervisors.
Position 3: Procurement Assistant (Support Role)
- Assist in issuing Purchase Orders and Work Orders.
- Follow up with vendors on deliveries and documentation.
- Prepare and compile invoice support documents for accounts.
- Maintain procurement records and filing system.
- Support procurement team in administrative and coordination tasks.
Requirements
For Costing & Contract Executive / Procurement Executive:
- Degree/Diploma in Quantity Surveying or related field.
- Minimum 3 years’ experience in construction/infrastructure. (Fresh grads may apply for junior roles.)
- Strong in contract, costing, or procurement procedures.
- Ability to communicate in Mandarin is advantage, as these roles involve coordination with Mandarin-speaking clients and vendors.
- Willing to work at Bandar Mahkota Cheras.
For Procurement Assistant:
- Diploma/Certificate in Business Admin, Supply Chain, or any related field.
- 1–2 years of relevant experience preferred.
- Good communication and coordination skills.
- Mandarin speaking is an added advantage.
- Willing to work at Bandar Mahkota Cheras.
