Job summary

A leading energy solutions provider in Malaysia is looking for a Contracts Manager to establish and lead its Contract Department in Puchong. The role involves managing contract administration, claims, procurement, and logistics for solar, oil & gas, and renewable energy projects. Candidates should have a degree in Quantity Surveying or Civil Engineering and at least 5 years of relevant experience in contract and commercial management. Strong negotiation and stakeholder engagement skills are essential.

Qualifications

  • Minimum 5 years’ experience in contract/commercial management in solar, oil & gas, or renewable energy.
  • Strong knowledge of EPC contracts and Malaysian construction law.
  • Proven track record in claims handling, procurement, and tendering.

Responsibilities

  • Draft, review, and manage contracts with clients, suppliers, and subcontractors.
  • Prepare, evaluate, and negotiate claims with stakeholders.
  • Identify and onboard qualified suppliers and subcontractors.
  • Oversee procurement processes and logistics for timely delivery.
  • Implement contract documentation systems and SOPs.
  • Prepare BOQs and monitor project budgets.
  • Develop project cashflow forecasts.
  • Lead tender preparation and compliance checks.
  • Negotiate and finalize supplier contracts.
  • Engage with clients and regulators at senior levels.

Establish and lead Mabcon’s Contract Department, leveraging QS expertise to manage contracts, claims, procurement, and project commercial matters. Ensure cost efficiency, risk mitigation, and compliance across solar, oil & gas, and renewable energy projects.

Key Responsibilities
  • Contract Administration: Draft, review, and manage contracts with clients, suppliers, and subcontractors.
  • Claims Management: Prepare, evaluate, and negotiate claims (client, supplier, subcontractor).
  • Supplier/Subcontractor Sourcing: Identify and onboard qualified suppliers and subcontractors.
  • Procurement & Logistics: Oversee procurement processes and logistics for timely material delivery.
  • Document Control: Implement contract documentation systems and SOPs.
  • Project Costing: Prepare BOQs, cost estimates, and monitor project budgets.
  • Cashflow Estimation: Develop project cashflow forecasts to support financial planning.
  • Tendering: Lead tender preparation, submission, and compliance checks.
  • Negotiation & Awarding: Negotiate and finalize supplier/subcontractor contracts.
  • Stakeholder Liaison: Engage with clients, regulators, and partners at senior level.
Qualifications & Competencies
  • Bachelor’s degree in Quantity Surveying (preferred) or Civil Engineering.
  • Minimum 5 years’ experience in contract/commercial management within solar, oil & gas, or renewable energy.
  • Strong knowledge of EPC contracts and Malaysian construction law.
  • Proven track record in claims handling, procurement, and tendering.
  • Excellent negotiation, communication, and stakeholder management skills.
  • Ability to set up new department processes and lead a small team.
