Lead, guide and manage compliance frameworks on Mandatory Standard for Quality of Service (MSQoS) on Public Cellular Service (PCS), Wireless Broadband Access Service (BAS) and Wired BAS to ensure high quality of service delivered by the telecommunication service providers.
Job Responsibilities
- Review and manage approval of Commission Direction to ensure timely resolution of MSQoS non-compliances;
- Monitor and enforce civil penalty action against telecommunication service providers who failed to comply with Commission Direction to ensure the public enjoys a satisfactory level of services;
- Analyze and review appeal tribunal cases filed by telecommunication service providers to achieve undisputed compliance frameworks;
- Monitor and manage MSQoS database including compliance with Commission Direction and audit results for PCS, Wireless BAS and Wired BAS to ensure the latest data is available for top management and internal stakeholders;
- Monitor and review Standard Operating Procedure (SOP) for the department and state offices to achieve effective QoS complaint investigation, accurate monitoring, and consistent measurement procedures;
- Manage and monitor the department's budget to ensure allocated CAPEX funds are utilized timely as projects progress and approved OPEX funds are always sufficient throughout the year;
- Review and implement Business Continuity Management within the department to ensure essential roles run smoothly in the event of mishap.
Qualifications & Work Experience
- Candidate must possess at least a BSc. in Electrical/Electronic Engineering from a reputable university;
- Prefer candidate who is registered to Board of Engineers Malaysia (BEM);
- Minimum 10 years of experience in Electrical/Electronic Engineering field;
- At least 5 years of experience in quality monitoring and enforcement activities;
- Radio frequency related activities either in telecommunications or broadcasting industry;
- Very familiar with QoS measurement systems;
- In-depth knowledge on Communications and Multimedia Act 1998, Spectrum Regulations 2000, Technical Standard Regulation 2000, Spectrum Plan, Standard Radio System Plan (SRSP) and Class Assignment;
- Complaint and stakeholder management;
