We are seeking a highly experienced and strategic professional to lead and institutionalise a robust procurement and contract governance ecosystem by developing policies, frameworks, and oversight mechanisms that ensure regulatory compliance, mitigate risks, and drive consistency and integrity across all procurement and contract management activities, while enabling effective decision-making and sustainable organisational outcomes.
1. Governance and Policy
Establish and maintain governance frameworks by developing comprehensive procurement and contract policies, SOPs, approval matrices, thresholds, and control standards, ensuring all procurement activities are transparent, auditable, and compliant with organisational and regulatory requirements.
Enhance governance frameworks through continuous improvement by analysing industry best practices, audit findings, and emerging trends, embedding lessons learned into policies and processes to strengthen operational integrity, risk mitigation, and decision‑making quality.
2. Compliance and Risk Management
Develop, interpret, and enforce procurement policies by translating complex regulatory requirements and organisational directives into actionable guidelines, ensuring operational teams understand and implement compliance measures effectively.
Monitor and assure compliance across all procurement activities by implementing oversight mechanisms, conducting regular reviews, and providing corrective guidance, reducing instances of non‑compliance and audit exceptions while safeguarding organisational reputation.
3. Process Design and Assurance
Design robust procurement and contract processes by integrating governance checkpoints, risk controls, and digital system alignment, ensuring processes are streamlined, consistent, and capable of withstanding internal and external audit scrutiny.
Provide process assurance and optimisation by evaluating the effectiveness of procurement workflows, identifying bottlenecks and inefficiencies, and recommending improvements that enhance transparency, accountability, and operational efficiency across all units.
4. Advisory and Stakeholder Engagement
Provide strategic governance advisory to operational teams and management by interpreting policies, advising on complex or high‑risk cases, and supporting audits and management reviews, ensuring procurement and contract decisions adhere to governance standards.
Build organisational capability in procurement governance by designing training programmes, workshops, and knowledge‑sharing initiatives, strengthening staff competency, promoting accountability, and embedding a culture of governance excellence across the organisation.
5. Monitoring and Reporting
Identify and monitor procurement and contract risks by analysing data, tracking compliance trends, and reviewing systemic issues, enabling proactive mitigation of risks before they escalate into financial, operational, or reputational impact.
Report actionable insights on governance and risk by preparing structured dashboards, executive summaries, and recommendations for management committees, ensuring informed decision‑making and timely management intervention.
Master’s degree or professional certification (e.g., CIPS, CPSM) is preferred.
Degree in Supply Chain Management, Business Administration, or a related field.
7 – 9 years of experience in procurement and contract management.
Preferably a junior manager with 7 – 10 relevant years of strategic experience within GLCs or similar organisation is highly preferred.
Proven track record of successful procurement and contract management with a focus on cost savings and risk mitigation.
Strong analytical, drafting, negotiation, and communication skills.
Demonstrated integrity, professionalism, and strategic thinking.
Willing to be based in the Damansara Heights area.
