A leading diversified company is seeking an Assistant Manager for HR Operations to manage foreign worker management and overall HR operations. This role includes accountability for compliance with labor laws and overseeing recruitment and employee relations. Ideal candidates will possess a degree in HR or a related field and have 3-5 years of relevant experience, especially handling foreign workers. The Assistant Manager – HR Operations is responsible for managing end-to-end HR operational matters, with primary accountability for Foreign Worker Management, including compliance, quota application, permits, welfare, and regulatory liaison.
The role are also include planning, monitoring and support recruitment, industrial relations (IR), employee relations (ER), HR systems, and HR administration, ensuring operational excellence, compliance with labour laws, and smooth HR service delivery across the organisation.
Planning, monitor and support the full lifecycle of foreign workers, including quota application, work permit application, renewal, cancellation, and repatriation.
Liaise with Immigration Department, Labour Department, embassies, agents, and relevant authorities.
Ensure full compliance with Employment Act, Immigration regulations, and labour requirements.
Monitor foreign worker hostel, accommodation, welfare, and amenities in compliance with statutory standards.
Handle foreign worker disciplinary issues, absenteeism, runaway / absconded cases, and overstaying matters.
Maintain complete and audit-ready documentation for all foreign workers.
Coordinate medical check-ups, insurance, FOMEMA, and statutory requirements.
Prepare regular reports on foreign worker headcount, permit status, costs, and compliance risks.
Support management during audits, inspections, and investigations related to foreign workers.
This role is the main point of accountability for foreign worker governance and risk management.
Planning, monitor and support end-to-end recruitment for operational and support roles.
Coordinate job postings, interviews, onboarding, and probation confirmation.
Work closely with hiring managers on manpower requirements.
Support recruitment agencies and vendors (local & foreign).
Planning, monitor and support disciplinary actions, misconduct investigations, and Domestic Inquiry (DI) processes.
Review show cause letters, warning letters, investigation summaries, and recommendations.
Handle employee grievances and conflict resolution cases.
Advise line managers on disciplinary procedures and HR best practices.
Assist in liaising with Labour Office or relevant authorities when required.
Planning, monitor and support HR systems (HRIS, attendance, leave, recruitment systems).
Ensure accuracy, integrity, and confidentiality of employee data.
Generate HR reports and dashboards (headcount, turnover, absenteeism, foreign worker data).
Support system improvements, automation, and digital HR initiatives.
Planning, monitor and support administrative matters including but not limited to staff’s hostel, centralize stationary, pantry, landscape, cleaning.
Coordinate HR operational matters with outlets / departments.
Diploma or Bachelor’s Degree in Human Resources, Business Administration, or a related field
Minimum 3–5 years of HR experience, with at least 2 years handling end to end foreign workers
Strong knowledge of labor laws and immigration regulations related to foreign workers
Good leadership and supervisory skills
Excellent organizational and documentation skills
Good communication and interpersonal skills
Ability to handle sensitive issues professionally and confidentially
Proficient in MS Office and HR systems
Detail-oriented and well-organized
Responsible, firm, and fair in handling employee matters
Able to work independently and under pressure
Problem-solving mindset with good judgment
