Job summary

A leading construction company in Penang is seeking a Quantity Surveyor to administer pre and post contract duties on various construction projects. Overview

To administer and assist all pre and post contract administration duties for all types of construction projects. To lead and/or assist on pre-qualification and tendering exercise, provide advice and guidance on administration procedures (Procurement, Contract, S4Hana, Autodesk & ISO Compliances), preparation of tender documentation including its evaluation and award recommendation. Preparation of subcontracts including management of variations, contractual claims and final account.

Responsibilities
  • Adhere to Superior/Management's directive, instruction, delegation and advice.
  • As and when required by the Management, prepare reports, presentation decks and any form of documents including presentations to the management, follow-up, updates, etc., to the satisfaction of the Management.
  • Lead on special missions (administrative, contract and commercial related matters) as instructed by the Management.
  • Assist/Prepare BQ, preambles, approximate quantity cost estimation, preliminary tender estimate and other cost related studies including cost plan analysis.
  • Assist/Prepare pre- and post-contract online filing system/matrix and ensure all up-to-date data/documents are stored.
  • Assist/Prepare Procurement Plan and ensure timely award of subcontracts.
  • Provide input/advise on procurement strategy (packages, subcontract, materials or labor only, lump sum or re-measurement, LAD computation, etc.).
  • Assist/Prepare to identify, pre-qualify and finalize pre-qualification of sub-contractors.
  • Assist/Prepare subcontract procurement in line with Management System Procedures/ISO, Autodesk, S4Hana and other digital platform requirements.
  • Full understanding of main-contract and subcontract documents and conditions of contract.
  • Familiar with common forms of contract such as JKR (Build / Design and Build) and PAM (with Qty and without Qty).
  • Provide input/advise to the project team on contractual risks and ensure full compliance with contract terms and conditions including timely submission of IPA, VO, contractual claim notices, etc.
  • Manage subcontract terms and conditions including timely IPC issuance, variation and contractual claim notices, work progress delay and late completion notices, deduct/set off notices, wastage control, expiring of subcontract period, CPC, CMGD, etc.
  • Review and update sub-contract conditions to incorporate latest requirements.
  • Provide input/advise on contractual related matters (tender and procurement documents, deed of Assignment & Novation).
  • Draft contractual related documents/letters.
  • Propose, provide input, advise, implement and adhere to Contracts & Commercial quality procedures (ISO compliances).
  • Attend to quality audit and ensure zero NCR (limited to observations only if unavoidable).
  • Propose, provide input, advise and implement cost control system and prepare cost control report.
  • Manage, monitor & co-ordinate with PMD, D&T and others up to full settlement of project contractual claims, variation orders and Final Account.
  • Attend to administrative and project related meetings (internal and external).
  • Provide supervision, guidance and technical advice to Senior QS and QS.
  • To comply and adhere to all matters pertaining to Quality, Safety & Health and Environment related to the job scope and workplace as required by the company.
  • To register and attend at least one training/class (internal or external) per annum.
  • Strong interpersonal skills.
  • Any other duties that may be assigned from time to time by superior/management.
