Exciting Housing Leadership Opportunities

Be Part Of Our City's Growth and Transformation

Service Manager vacancies

Are you an inspirational leader with a passion for making a real difference? Join Sheffield City Council, one of the UK's largest and most dynamic social landlords at the heart of a thriving, ambitious city. With a housing stock of nearly 40,000 tenanted and leasehold properties, our Housing & Neighbourhoods Service is integral to Sheffield's continued success and growth.

As we embark on delivering our new Housing Strategy, we have three Service Manager vacancies across Older People's Independent Living, Supported Housing and Temporary Accommodation, and Neighbourhood Services. This is your chance to play a crucial role in shaping the future for residents and communities throughout Sheffield.

We are looking for exceptional individuals who are:

  • Experienced operational managers with a proven ability to deliver results
  • Natural leaders who inspire teams and communicate effectively
  • Committed to delivering exceptional customer service to diverse communities
  • Performance‑driven, with a record of achieving outstanding outcomes
  • Change‑makers, eager to drive continual improvement and innovative transformation
  • Great listeners, ready to seek and act on feedback from residents and partners
  • Skilled collaborators, able to build alliances and engage stakeholders for the benefit of Sheffield's people
  • Strategic thinkers, capable of aligning operational delivery with the Council's political direction and vision

If you are ready to take on a high‑profile role within a supportive and ambitious team, and want to help Sheffield's communities flourish, we would love to hear from you. Your leadership could be the key to unlocking new opportunities, delivering outstanding housing services, and driving positive change for thousands of residents.

Service Manager - Older People’s Independent Living

OPIL (Older Persons Independent Living) service provides specialist housing and support for older adults (typically over 60) through schemes like sheltered housing, focusing on safety, independence, and integrated care, accessible via the council's housing options.

Service Manager - Supported Housing and Temporary Accommodation

This team works in meeting statutory duties for homeless individuals in priority need, towards more suitable, stable housing options, while preventing homelessness with multi‑agency support, especially for vulnerable groups.

Service Manager - Neighbourhood Services

The Neighbourhood teams manage the customer access points, tenancy enforcement and sustainment, estate services, community engagement, lettings, and the delivery of our Housing Plus model, where we identify and refer for additional support, to allow tenants to live independently and achieve a sustainable tenancy.

We are interested in hearing from candidates who are Chartered Institute of Housing level 4 qualified, but if not, we will support successful candidates to achieve it when in post. Achievement of this qualification is essential due to changes in legislation, and this is now a statutory requirement.

These are politically restricted posts and require significant time in the office and/or at locations around the city.

Shortlisted candidates will be invited to an online assessment on Friday 6th February and final interview, in person in Sheffield on either 10th, 11th or 12th February. Please indicate any restrictions with your availability on these dates on your application.

For an informal discussion contact David Wilkinson, Service Manager on David.Wilkinson@sheffield.gov.uk

We are investing in our workforce and are promoting opportunities to our under‑represented groups. We value equality, diversity and inclusion and are focused on increasing the diversity of our workforce, particularly the number of Black, Asian, Minority Ethnic, Disabled and LGBTQ+ people, so that our teams reflect the communities in the city we serve. We are also supporting staff with unpaid caring responsibilities to work flexibly.

It is a great time to join us and we welcome your application.

Under the Guaranteed Interview scheme, applicants who are disabled, care leavers, or armed forces veterans will be guaranteed an interview if they meet the essential criteria and indicate their eligibility on the application form.

We are committed to safeguarding and promoting the welfare of all individuals, ensuring a safe and supportive environment for everyone and where appropriate to the role the successful applicant will be required to undertake relevant safeguarding checks.

Full‑time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.

Equality of pay is extremely important to us. All roles at Sheffield City Council are going through an evaluation process which may result in changes to some pay arrangements from 2026.
