Responsibilities
NBCC is seeking a Senior Advisor who will be championing and advancing the institutional advocacy and strategy implementation. Reporting to the President this is a seniorlevel role providing highlevel strategic policy government and public affairs leadership directly to the President and the Senior Executive Team. The position combines foresightdriven public policy research hightrust government relations and governance support to enable institutional influence credibility and strategic alignment.
This role supports NBCCs executive leadership by proactively scanning and synthesizing the external environment advising on strategic risks and opportunities developing engagement strategies and representing NBCC in key policy and external forums. It plays a critical role in bridging the Colleges internal strategic priorities with the broader public sector landscape.
Strategic Intelligence and Policy Foresight :
- Conduct indepth analysis of public policy postsecondary trends and political developments across provincial and national contexts. Provide strategic intelligence and foresight to inform presidential and executive decisionmaking. Identify and articulate strategic risks and opportunities providing actionable recommendations to the President and Executive Team to inform decisionmaking.
- Evaluate the influence and uptake of recommendations in advancing institutional strategy and direction.
- Executive Briefings Strategic Communications & Decision Support :
- Produce highimpact succinct and strategic briefings presentations and summaries for the President Board and senior leaders.
- Translate technical or complex subject matter into accessible messages that guide internal and external decisionmaking and relationship building.
- Contribute to strong internal relations as well as college messaging and positioning.
Government Relations Public and Internal Affairs :
- Design briefs submissions and advocacy tools aligned to NBCCs priorities.
- Lead development and execution of strategic engagement strategies with internal government and sector partners.
- Cultivate trustbased relationships across government and external partners to facilitate effective collaboration and maintain strong lines of communication.
- Represent NBCC at external events and forums as a designate of the President.
Strategic Planning Operational Alignment & Institutional Integration :
- Work with the executive and college leadership teams to ensure every engagement reflects and advances NBCCs strategic priorities.
- Identify opportunities to embed strategy into presentations performance and culture.
- Participate and / or provide leadership on initiatives of institutional significance as assigned by the President.
Governance Support & Accountability :
- Support the Presidents work with the Board of Governors by preparing governancerelated content and insights.
- Lead the creation and formulation of comprehensive government accountability reports ensuring alignment with regulatory and reporting requirements and organizational objectives.
- Conduct thorough reviews and analyses of government responses to submitted accountability reports.
- Prepare detailed summaries and reports on the findings from government responses highlighting critical issues and potential impacts on the organization.
- Serve as a resource on matters of institutional strategy and public accountability.
What youll need
Qualifications
Education & Experience :
- Postsecondary education in public policy political science communications or a related field is required.
- Equivalent experience in highlevel government relations public sector strategy or institutional policy advising may be considered in lieu of formal education.
- Indepth understanding of public sector governance postsecondary systems and intergovernmental dynamics in Canadaparticularly within the context of provincialfederal relationsis essential.
- Several years of progressively responsible experience in strategic advisory public policy government relations or executivelevel planning roles.
- Experience within a postsecondary public sector or missiondriven organization is highly desirable.
Leadership & Skills :
- Strong understanding experience and expertise in policy research methodologies with experience in interpreting legislation regulatory and make appropriate recommendations considering the political landscape.
- A relationship builder both internal and external including key stakeholders at government policy makers and sector partners.
- Skilled in drafting policy submissions briefing materials and strategic communications that support advocacy and institutional positioning.
- Prior consultation and continuous experience in making independent judgement and intellectual discretion in analyzing complex ambiguous and evolving issues that have broad organizational and reputational implications.
This is a critical role for an experienced advisor who can support and drive informed decisionmaking in a complex postsecondary environment.
