Overview

The Board Governance and Operations Unit in the Ministry of Agriculture provides operational support to four tribunals (Boards), the largest being the Farm Land Security Board (FLSB). The FLSB operates at arms-length of Government and is vested with a broad legislative mandate. The mandate of the FLSB includes, but is not limited to: farm foreclosure; home quarter protection; and farm ownership restrictions. Saskatchewan’s farm ownership legislation regulates the ownership of Saskatchewan farm land by non- Canadian entities. The FLSB adjudicates and investigates foreign farm ownership in the province.

The Opportunity We are seeking a strategic and highly organized leader to join our team as Manager, Board Operations. This is a permanent, full-time position reporting to the Director of Board Governance and Operations, who is also the General Manager of the FLSB. You will lead a team of professionals and oversee the operational delivery of multiple quasi-judicial tribunals, with primary responsibility related to the province’s farm ownership legislation.

  • Lead and develop a team of four staff, including technical specialists, a database administrator, and a compliance officer.
  • Oversee farm ownership exemption application process, providing guidance and ensuring compliance with The Saskatchewan Farm Security Act (SFSA).
  • Supervise compliance monitoring, including statutory declaration reviews for thousands of land transactions annually.
  • Provide leadership across multiple Boards, including the Agricultural Implements Board and Agricultural Operations Review Board.
  • Support tribunal hearings and ensure hearings are conducted professionally, with appropriate documentation, delivering clear, well-written decisions.
  • Support legislative and regulatory reviews, including stakeholder consultations and implementation of amendments.
  • Communicate effectively with diverse stakeholders—landowners, legal counsel, industry representatives, and government officials—on complex and often divisive issues.

Ideal Candidate You will bring:

  • Knowledge of Western Canadian agriculture, farm land ownership and management, as well as a strong understanding of legislation and regulatory frameworks.
  • Skills in leadership and team development, legislative interpretation and application, strategic planning and project management, clear communication, and problem-solving.
  • Experience typically gained through a degree in Agriculture, Business, Law, Public Policy (or related field) combined with several years of relevant work experience. Experience with administrative tribunals and legislative processes is considered an asset.
