From LHH Executive Search, we are currently seeking a Chief Operating Officer (COO) for a leading international company in the defense sector, which is driving an ambitious industrial project in Abu Dhabi, United Arab Emirates.

This role will be key in the launch of a new high-tech manufacturing plant, which will play a fundamental role in positioning the company as a regional leader in critical security and defense solutions.

Lead the launch of an industrial plant for radar manufacturing, including planning, construction, equipment installation, and operations.
Define and implement the industrial and operational strategy to ensure delivery in terms of quality, timelines, and cost.
Oversee all industrial operations : production, quality, maintenance, internal logistics, inventory, and procurement.
Manage the recruitment, hiring, and training process for a technical team of up to 200 people, promoting the development of local talent.
Ensure compliance with international standards for quality, safety, and efficiency, including ISO 9001, ISO 14001, and specific defense sector regulations.
Implement continuous improvement methodologies (Lean Manufacturing, Six Sigma) and operational efficiency analysis tools.
Manage CAPEX / OPEX budgets and lead the strategic planning of investments.
Build strong relationships with local and international stakeholders, ensuring strategic alignment and project sustainability.

Requirements :

Technical background in Engineering (Industrial, Electronics, Mechanical, or similar). An MBA or postgraduate studies in operations will be valued.
10–15 years of experience in complex industrial environments, preferably in defense, aerospace, automotive, or industrial safety sectors.
At least 5 years of experience leading operations as COO, Plant Director, or in an equivalent position.
Proven experience in the construction and start-up of industrial plants from scratch, ideally in international settings.
In-depth knowledge of the United Arab Emirates environment : local legislation, safety regulations, certifications, suppliers, and licensing.
Experience in highly demanding technological and regulatory environments (radars, defense systems, electronic components).
C1 level of English. Knowledge of Spanish will be positively valued.
