A. Legal and Competency Requirements (Malaysia)
- Certification: Must hold a valid Site Safety Supervisor (SSS) certificate—commonly known as the “Yellow Book”—registered with DOSH, as required under the Occupational Safety and Health legislation and relevant construction regulations.
- Competency: Must have successfully completed a DOSH-registered SSS course and hold NIOSH certification or other DOSH‑recognised qualification.
B. Key Responsibilities (Malaysia – OSHA Context)
- Conduct regular inspections to detect and correct unsafe conditions or practices.
- Monitor subcontractor compliance and liaise with their designated safety personnel.
- Prepare and maintain safety checklists, toolbox meeting minutes, incident and inspection reports.
- Assist in investigating incidents or near‑misses and coordinating follow‑up actions.
- Support development of project safety plans and perform HIRARC or JSA for high‑risk tasks.
- Lead daily toolbox talks and safety inductions for workers and visitors.
- Ensure machinery, tools, and protective gear meet safety requirements and are properly maintained.
- Promote cleanliness and orderly site housekeeping practices.
- Assist in developing and implementing site emergency response plans.
- Conduct or coordinate emergency drills (fire, evacuation, spill response, etc.).
- Ensure workers are familiar with emergency procedures and assembly points.
- Participate in safety committee meetings and liaise with authorities such as DOSH, DOE, CIDB, and Bomba.
- Report findings and escalates urgent issues to management promptly.
C. Core Duties
- Carry out daily site inspections and rectify identified hazards.
- Conduct toolbox talks, safety inductions, and safety briefings.
- Maintain safety‑related documentation and inspection records.
- Investigate incidents and assist in emergency response coordination.
- Monitor subcontractor compliance and condition of safety equipment.
- Support emergency preparedness through planning and drills.
- Promote best practices in site safety and housekeeping.
Competencies and Attributes
- Strong knowledge of Malaysian construction safety requirements (OSHA 1994, CDM Regulations, etc.).
- Good communication skills in Bahasa Malaysia and English.
- Strong observational, reporting, and coordination abilities.
- Proactive approach to hazard identification and risk control.
- Confident in conducting safety training, inspections, and drills.
Qualification
- Experience as a Site Safety Supervisor not less than 3 years in Construction Field.
- Registered with DOSH‑registered Site Safety Supervisor (SSS) Yellow Book holder.
- Knowledge of safety regulations and industry standards.
- Ability to work independently and collaboratively in a team environment.
- Strong communication and interpersonal skills.
