Job Purpose
To manage and execute end-to-end Human Resources functions, supporting project sites and head office operations, with strong understanding of construction industry workforce needs, statutory compliance, and manpower planning.
Key Responsibilities
1. Recruitment & Manpower Planning
- Manage end-to-end recruitment for head office and project site positions (engineers, supervisors, QS, site staff, admin).
- Liaise with project managers and department heads on manpower planning, mobilization, and replacement needs.
- Handle recruitment channels: job portals, referrals, agencies, campus hiring.
- Coordinate interviews, offers, onboarding.
2. Employee Lifecycle Management
- Manage onboarding, confirmation, probation reviews, transfers, and exits.
- Prepare HR letters: offer, confirmation, warning, PIP, reassignment, extension of probation, termination.
- Maintain accurate employee records HR database.
3. Payroll & Compensation Support
- Coordinate payroll inputs: attendance, overtime, allowances, deductions (EPF, SOCSO, EIS, PCB).
- Support salary review, increment, and promotion exercises.
- Assist in manpower cost tracking for project budgeting.
4. Performance Management
- Coordinate performance appraisal cycles.
- Guide managers on KPI setting, evaluation, and performance improvement plans (PIP).
- Track and analyze performance results.
5. Training & Development
- Identify training needs for technical, safety, and soft-skill development.
- Coordinate internal and external training programs.
- Maintain training records and compliance (e.g., safety-related training).
6. Industrial Relations & Employee Engagement
- Handle employee inquiries, grievances, and disciplinary matters.
- Advise managers on disciplinary procedures in accordance with Employment Act & company policy.
- Support engagement activities and internal communication.
7. Compliance & HR Policies
- Ensure compliance with Malaysia Employment Act, Labour Laws, OSHA and statutory requirements.
- Assist in developing, updating, and implementing HR policies, SOPs, and employee handbook.
- Support audits and management reporting.
8. HR Reporting & Administration
- Prepare HR reports: headcount, turnover, recruitment status, manpower utilization.
- Support HR projects and process improvements.
- Perform other HR duties as assigned.
Requirements
Education
- Bachelor’s Degree in Human Resource Management, Business Administration, or related field.
Experience
- Minimum 5 years of HR experience, covering full HR spectrum.
- Construction / engineering / project-based industry experience is an advantage.
Skills & Competencies
- Strong knowledge of Malaysia labour law & statutory compliance.
- Hands-on, detail-oriented, and able to work independently.
- Strong communication and stakeholder management skills.
- Ability to work in a fast-paced, project-driven environment.
- Proficient in MS Office and HR systems.
