JOB PURPOSE

To lead and institutionalize vendor performance management and procurement governance by designing, executing, and continuously improving structured frameworks, audit regimes, and process improvement initiatives. This role is pivotal in driving supply chain discipline, enhancing vendor reliability, and minimizing risks to cost, schedule, and quality across all project phases. By fostering cross-functional collaboration, facilitating transparent reporting, and enforcing governance controls, the incumbent ensures alignment with corporate policies, audit readiness, and operational excellence to drive MMHE’s strategic goals.

JOB RESPONSIBILITIES
  • Lead the implementation of the Vendor Performance Management (VPM) Framework to ensure structured, consistent, and transparent evaluation of vendor performance.
  • Coordinate periodic assessments by engaging VPM executives and aligning evaluations with project milestones to enhance accountability and operational planning.
  • Consolidate, validate, and standardize performance data to provide accurate, timely reporting to stakeholders and management.
  • Track and monitor the closure of Corrective Action Plans (CAPs) to ensure timely resolution of performance issues and facilitate continuous improvement.
  • Identify recurring vendor performance gaps and facilitate the development of targeted improvement initiatives to enhance reliability and reduce risks related to delays, cost overruns, and quality noncompliance.
  • Lead, plan and coordinate risk-based audits of internal SCM processes and external vendors to identify non-compliance, mitigate procurement risks, and improve control effectiveness.
  • Prepare comprehensive audit plans using standardized checklists and documentation templates to ensure consistent and transparent audit execution.
  • Engage internal stakeholders and vendors throughout the audit process to obtain relevant data, evidence, and justifications.
  • Track and monitor the timely closure of audit findings, integrating outcomes into SCM governance improvement initiatives.
  • Facilitate post-audit knowledge-sharing or compliance awareness sessions to address recurring issues and promote best practices.
  • Facilitate vendor audits for the Head of GPI in vendor audits by compiling evidence packs, preparing draft findings, and strengthening the credibility of vendor evaluations.
  • Conduct workflow mapping, stakeholder interviews, and feedback analysis to identify inefficiencies and opportunities for SCM process optimization.
  • Collaborate with IT and relevant stakeholders to implement automation tools and digital solutions that reduce manual effort and increase agility.
  • Lead pilot testing and oversee the rollout of approved solutions, while monitoring adoption and compliance to drive sustainable process improvements.
  • Monitor quality performance and manage quality related documentation, including SCM KPIs, Quality Plans and Quality KPIs.
  • Develop and maintain SCM governance documents—including policies, procedures, and templates—by integrating lessons learned, regulatory updates, and stakeholder feedback.
  • Facilitate the rollout of governance awareness programs and targeted training for SCM and project teams to strengthen compliance and policy understanding.
  • Prepare communication materials, monitor training participation, and facilitate audits or reviews to ensure procurement policy adherence.
  • Compile and present performance, risk, and compliance data in concise reports to management and governance committees for informed decision making.
  • Identify recurring governance issues and propose preventive or corrective actions to strengthen transparency, accountability, and risk mitigation.
  • Preparation of subcontractor performance reports for CMT sessions and review meetings to ensure accurate documentation and follow-up.
  • Record and track discussion outcomes and action items to ensure consistent performance monitoring and assurance of project delivery.
  • Collaborate with cross-functional teams including Legal, QA/QC, Finance, and Project Management to resolve subcontractor-related compliance issues and maintain governance alignment.
  • Coordinate all aspects of CMC meetings quarterly involving vendor or subcontractor non-compliance including preparation of case documentation and presentation materials.
  • Record deliberations accurately and track timely follow-up on decisions to enforce corrective actions and uphold procurement discipline.
  • Liaise with stakeholders to ensure consistency in consequence management practices and ensure fair, documented enforcement of governance measures.
  • Monitor the execution and closure of CAPs arising from audits and vendor performance evaluations to ensure timely resolution of compliance issues.
  • Analyze CAP trends to identify systemic issues and drive initiatives for preventive action and vendor development.
  • Maintain a centralized tracking mechanism for CAP status to enhance visibility, accountability, and vendor governance oversight.
  • Consolidated performance ratings are submitted to the Head of GPI for final endorsement before management presentation.
  • Significant non-compliance findings or repeat issues are brought to superior or relevant committees for review and decision.
  • Any updates or changes to SCM governance documents must be reviewed and approved by Head, SCM.
  • Proposed automation tools or major workflow redesigns require validation from IT and approval from Head, SCM
  • Draft recommendations involving vendor/subcontractor penalties or blacklisting are subject to deliberation and approval by the CMC or Head, SCM.
REQUIREMENTS
  • Degree in Supply Chain Management, Engineering, Science or other professional related qualifications.
  • Has experience (5-10 years) in procurement and the industries preferably heavy engineering, oil and gas or equivalent.
  • Demonstrated experience in audit coordination, policy enforcement, and process improvement.
