Senior Executive of Learning & Development Department
Malaysian Communication and Multimedia Commission (MCMC) – Sepang, Selangor

Plan, propose and drive the execution and implementation of all learning and development programmes and initiatives for MCMC staff as well as preparation of reporting on on-going learning and development projects/initiatives to ensure that planned programmes are implemented effectively within a timely manner to support their professional and personal development.

Responsibilities
  • Plan, propose and drive the execution and implementation of all learning and development programmes and initiatives for MCMC staff, including preparation of reporting on ongoing learning and development projects/initiatives to ensure they are implemented effectively in a timely manner to support professional and personal development.
  • Monitor the utilisation of the training budget to ensure expenditure is within allocated budget.
  • Lead and ensure end-to-end coordination and administration for all planned learning and development programmes and initiatives to support the competency development of staff in a timely manner.
  • Monitor the completion of staff development plans to ensure staff upskilling activity is done within the planned timeline.
  • Maintain a high standard of service when engaging with internal stakeholders and cultivate an enriching and interactive learning environment for staff throughout their learning journey.
  • Conduct awareness sessions for MCMC staff on L&D's programs/initiatives during planned communication sessions or events organised by the department.
  • Monitor the completion of learning paths and learning tracks curated within LinkedIn Learning and Coursera for targeted group of learners especially those that are required to complete as mandatory learnings.
  • Manage post-programme activities by learner which includes updating the certificate, verification of attendance, completion of post training evaluation or conducting knowledge-sharing through suitable platform as required especially upon attending programmes with substantial investment by the Commission.
  • Manage and conduct timely review and obtain approvals for external training applications by MCMC staff to participate in suitable functional development programmes (local or overseas).
  • Manage the site visit / recce needed for external training venue selection.
  • Oversee the timely update of staff training record via LMS.
  • Review the procurement and finance payment processing cycle via MyProc.
  • Manage the consolidation of data for analysis and reporting of learning completion and programme effectiveness (Kirkpatrick Evaluation Level 2 and 3) of all learning and development programmes to enable informed decision making, develop business case and address challenges in a timely manner.
  • Ensure completion of mandatory individual learning KPI.
  • Manage ad-hoc assignments/tasks/projects assigned by management and ensure the completion and success of the project.
Qualifications & Work Experience
  • Bachelor's Degree in Business Administration, Management, Communication, Human Resource or related disciplines with a minimum CGPA of 3.00 from a reputable University/College
  • At least 4 to 7 years of working experience in learning & development and human resource management.
  • Preferably with industrial Communications and Multimedia exposure and/or relevant certifications in Learning and Development such as Certified Training Professional.
