To manage the procurement and appointment of designers, consultants, and contractors for CapEx-funded and enhancement works within retail and carpark assets. The role requires close coordination with tenants, contractors, suppliers, and vendors, while overseeing the technical aspects of the assets to ensure compliance, efficiency, and timely delivery from initial application to final handover and payment progress.
Key Responsibilities
1) Tenant & Stakeholder Coordination
- Work closely with all tenants within the retail and carpark asset to align project requirements.
- Ensure clear communication and minimal disruption during construction / enhancement / maintenance works.
- Coordinate with contractors, suppliers, and vendors throughout the project / enhancement / maintenance works.
- Oversee technical aspects of the assets, ensuring compliance with design, safety, and operational standards.
- Review technical submissions (drawings, materials, etc.) and provide approvals or recommendations.
3) Procurement & Appointment
- Work with contractors and consultants on technical scopes for design, consultancy, and construction works.
- Shortlist vendors (minimum 3) or refer to pre-approved panels.
- Coordinate RFQ/RFP processes and proposal evaluations.
- Compile evaluation summaries and recommendations for management approval.
- Issue Letters of Award (LOA), Contracts, or Purchase Orders.
4) Pre-Construction Coordination
- Define project briefs, scopes, and budgets.
- Conduct kick-off meetings and align deliverables with stakeholders.
5) Post-Construction Oversight
- Monitor project progress and provide site access.
- Hold coordination meetings with stakeholders and report site issues.
- Conduct inspections, Testing & Commissioning (T&C), and defect listings.
- Recommend final payments and manage retention release.
- Conduct post-mortem reviews and contractor performance evaluations.
6) Compliance & Documentation
- Ensure adherence to procurement policies and statutory requirements (CIDB, insurance, etc.).
- Maintain complete documentation across pre-award, during works, and post-completion stages.
Qualifications & Skills
- Degree/Diploma in Architecture, Quantity Surveying, Project Management, or related field.
- Minimum 3–5 years’ experience in procurement and project management (construction/facilities).
- Strong knowledge of CapEx works, vendor management, and compliance requirements.
- Excellent communication and stakeholder management skills.
- Ability to oversee technical aspects of building assets and ensure operational standards.
- Proficiency in documentation, reporting, and evaluation processes.
