- Collaborate closely with maintenance, engineering, facilities, production and other departments to understand their specific MRO material and service needs (e.g., spare parts, tools, lubricants, cleaning supplies, office consumables, outsourced maintenance services).
- Help clarify or specify material specifications, technical parameters, quality standards and safety requirements (especially critical in spare-parts procurement).
- Handle non-standard or urgent requirements.
Supplier Sourcing , Evaluation and Selection.
- Identify, screen and evaluate potential MRO suppliers.
- Conduct supplier qualification audits covering quality systems, production capacity, financial status, delivery capability, service capability and technical support.
- Establish and maintain an approved-supplier list.
- Develop appropriate procurement strategies for different categories of MRO materials and services (e.g., centralized purchasing, framework agreements, spot buying, consignment stock, VMI vendor-managed inventory).
Procurement Execution and Order Management
- Generate, review and release purchase orders based on requirements.
- Negotiate with suppliers on price, lead time, payment terms, quality standards, etc.
- Handle order changes, expedite requests or cancellations.
- Manage purchase contracts and framework agreements.
Cost Control and Expense Management
- Analyze MRO spend to identify cost-saving opportunities.
- Achieve cost optimization through negotiation, centralized purchasing, standardization, demand management, alternative suppliers or substitute materials.
Inventory Management and Optimization
- Collaborate with warehouse/inventory teams to set appropriate MRO inventory levels (safety stock, reorder point, EOQ).
- Reduce obsolete and scrapped inventory risks.
- Optimize inventory turnover.
- Drive implementation of consignment stock, VMI and other inventory strategies to lower owned-inventory carrying costs.
- Manage spare-parts lists.
- Manage long-term relationships with key MRO suppliers.
- Periodically evaluate supplier performance (on-time delivery rate, quality conformance, service level, response speed, etc.).
- Address supplier performance issues and drive continuous improvement.
- Coordinate suppliers to provide necessary technical support and after-sales service.
Quality Assurance and Compliance
- Ensure purchased MRO materials meet quality, safety, environmental and regulatory requirements.
- Handle return, claim and replacement of non-conforming materials.
- Ensure procurement activities comply with internal policies, processes and external laws and regulations (e.g., anti-bribery, trade compliance).
- Manage relevant certifications provided by suppliers (e.g., MSDS, product qualification certificates).
Process Optimization and System Management
- Continuously optimize MRO procurement processes to improve efficiency and transparency.
- Proficiently use ERP (e.g., SAP, Oracle), SRM systems, e-procurement platforms and e-catalogs for procurement operations and data analysis.
- Maintain accurate procurement data and supplier master data.
- Identify and manage MRO supply-chain risks (e.g., single-source risk, delivery delay, quality risk, price volatility).
- Ensure continuity of critical spare parts and services to prevent production or operational disruptions due to material shortages.
Interdepartmental Communication and Collaboration
- Act as the key bridge between internal users (maintenance, production, facilities, IT, administration, etc.) and external suppliers.
- Effectively communicate requirements, issues, solutions and project progress.
- Coordinate and resolve issues in receiving, warehousing and payment processes.

Education
Associate degree or above in Mechanical Engineering, Electronics, Mechatronics, or a related field.
Skill Requirements
Possesses strong interpersonal and communication skills, a collaborative team spirit, and proficient procurement skills.
Highly responsible and proactive.
Candidate with U9 system knowledge will be added advantage.
Experience
Over 3 years of experience in MRO procurement.
