Role Description

As a Property Project Authority Liaison Manager at Pinnacle Homes Groups of Companies, you will play a crucial role in overseeing the successful execution of property development projects. You will be responsible for coordinating various aspects of the project lifecycle, ensuring timely completion and adherence to quality standards. This is a full‑time on‑site role located in Petaling Jaya, Malaysia. The role involves managing communication and collaboration with regulatory and governmental authorities to ensure adherence to compliance and regulatory standards. Additionally, the individual will oversee the preparation and submission of necessary documentation, facilitate communication between project teams and external authorities, coordinate approvals from local authorities, monitor project timelines, and resolve any authority‑related issues in the compliance or approval processes. The role also requires maintaining up‑to‑date knowledge of relevant regulations and providing strategic input to streamline operations, proactive engagement with internal teams and external stakeholders to facilitate seamless project execution.

Responsibilities
  • Strategic Planning: Evaluate market sectors, monitor trends, develop strategies, assist in planning and monitoring projects, identify and address risks.
  • Preliminary Feasibilities: Define best‑use options, develop concept designs, conduct financial analysis, implement risk minimization strategies.
  • Liaise with internal stakeholders regarding real estate agents, consultants and prospective tenants.
  • Conduct feasibility studies and financial analysis, project tracking and evaluation.
  • Concept Design and Planning: Develop design briefs with external consultants, arrange site audits, control costs and value engineering, manage design phase.
  • Funding: Recommend procurement options, prepare funding proposals, monitor budgets and timelines.
  • Approvals: Liaise with approval authorities to ensure compliance, negotiate approvals, advise on stakeholder matters.
  • Development: Prepare tender documentation, evaluate plans, document risks, manage marketing agents, oversee tender processes, negotiate contracts, ensure legal compliance, monitor cash flow, resolve issues, manage approval processes.
  • Project Management: Manage consultants, coordinate development division, oversee designs and specifications, review contracts, improve processes, report progress, manage construction certificates, oversee completion.
  • Management Reporting: Prepare accurate reports, update management, prepare proposals, implement policies, any other duties as directed.
Selection Criteria
Essential Skills and Abilities
  • Proficient in project management software and Microsoft Office.
  • Minimum five years of relevant experience in property development, construction or project delivery.
  • Knowledge of project management principles, tools, compliance, documentation, construction processes and cost estimation.
  • Ability to work autonomously and in a team, manage multiple tasks.
  • Strong stakeholder management, negotiation and issue resolution skills.
  • Excellent influencing and leadership skills.
  • Strong verbal and written communication skills, including Mandarin.
  • Professionalism, adaptability and problem‑solving ability.
Qualifications

Must have a tertiary qualification in Building, Project Management, Architecture, Urban Planning, Civil & Structural Engineering, Mechanical & Electrical Engineering or equivalent discipline, and/or a recognised post‑graduate or Bachelor’s degree.

Experience
  • Minimum five (5) years of experience in property development, multi‑story high‑rise residential or building construction.
  • Experience with projects exceeding MYR300,000 or 30 dwelling high‑rise buildings.
  • Preferable experience in property planning & development, building construction, project management or investment.
