Responsibilities
- Follow and enforce procurement policies and procedures.
- Review, compare, and analyze products and services to be purchased.
- Assist in selecting appropriate suppliers and contractors, promoting good procurement practice with regard to sustainability, ethical purchasing standards, and costing.
- Work with requestors to determine procurement needs, quality and delivery requirements when requisition received from various departments.
- Draft an appropriate service level agreement to properly evaluate supplier performance and report on it regularly.
- Monitor, evaluate and improve supplier performance according to the Service Level Agreement on a continuous basis to maintain contract accuracy.
- Maintain good relationships with suppliers and renegotiate prices regularly.
- Create and update vendor and supplier databases.
- Control and monitor expenses against approved budgets.
- Negotiate payment terms, optimize and manage with vendors.
- Submit accounts for payment to vendors on time.
- Initiate and keep track of purchase orders, receive, inspect and distribute orders.
- Reconcile or resolve purchase order discrepancies with suppliers.
- Monitor delivery times to ensure they are on time.
- Keep daily records and maintain accurate procurement records.
- Provide procurement reporting as necessary.
- Undertake any other duties and ad-hoc tasks as assigned by the immediate superior or Head of Department from time to time.
Requirements
- Degree or diploma in Civil Engineering, Architecture, Facilities Management, or related field.
- Experience in campus or estate development projects, construction, or facilities management.
- Knowledge of planning, design, and construction standards.
- Understanding of utilities, infrastructure, landscaping, and sustainable practices.
- Familiarity with building codes, safety regulations, and preventive maintenance.
- Ability to manage contractors, suppliers, and service providers.
- Oversee tendering, procurement, and contract compliance.
- Monitor project performance, costs, and timelines.
- Conduct risk assessments and safety audits.
- Evaluate project plans, budgets, and performance metrics.
- Identify improvements and optimize operations.
- Coordinate across departments, stakeholders, and contractors.
- Manage day‑to‑day estate and campus operations.
- Ensure health, safety, and compliance standards are maintained.
