Ocean Freight Pricing and Procurement Manager

Responsibilities
  • Lead and develop procurement team, including performance management.
  • Develop and implement procurement strategies aligned with financial objectives and hospital operations.
  • Manage sourcing, negotiating and contracting of medical supplies, pharmaceuticals, equipments and services.
  • Oversee vendor selection, evaluation and performance management.
  • Manage tender, quotation and contract processes in accordance to approval matrix.
  • Coordinate with Finance on budgeting planning, cost monitoring and payment matters.
  • Control procurement costs and achieve savings through strategic sourcing and contract negotiation.
  • Ensure compliance with hospital policies, MOH regulation and internal governance.
  • Monitor inventory turnover, expiry management and obsolete stock.
  • Support internal and external audits and ensure proper documentation.
  • Prepare monthly procurement reports for management review.
  • Flag commercial risks, contract issues, or non-compliance for management attention.
Job Requirements & Education
  • Master’s degree or professional certification (e.g., CIPS, CPSM) is preferred.
  • Degree in Accounting, Supply Chain Management, Business Administration, or related field.
  • Minimum 5-8 years procurement experience and contract management in healthcare.
  • Strong knowledge of equipment, medical supplies and vendor management.
  • Experience in contract negotiation and cost control.
  • Good understanding of healthcare regulatory and compliance requirements.
  • Familiar with inventory management systems and ERP.
  • Proven track record of successful procurement and contract management with a focus on cost savings and risk mitigation.
  • Strong leadership, analytical, negotiation, communication and stakeholder management skills.
  • Able to work under pressure and manage multiple priorities.
