Pre-Tender Contract Executive (Electrical & Electronic Engineer)
Our client is seeking a Contract Manager (Pre-Tender / QS–Estimator Background – Electrical) to join their team!

We are looking for a dedicated Pre-Tender Contract Executive to support our contract and tender preparation work during the pre-tender stage. This role is suitable for someone with engineering background who is detail‑oriented, organized, and eager to grow in tender/contract management.

What you'll be doing?

Compile, organize and review pre‑tender documents, drawings and specifications

Assist in preparing tender submissions, BOQs, cost breakdowns and compliance documents

Coordinate with internal teams (engineering, procurement, project delivery) to gather data and technical details for tender

Review client/consultant tender requirements and ensure documentation completeness

Coordination & Communication

Liaise with clients, consultants, suppliers and subcontractors for tender‑related information

Communicate in Mandarin when required to handle Mandarin‑language documents or stakeholders

Work closely with project, engineering and procurement teams to support tender accuracy

Risk & Compliance Support

Assist in identifying potential risks, exclusions, and clarifications in bids.

Ensure compliance with client requirements, industry standards, and company procedures

Documentation & Administration

Maintain proper filing and version control of tender documents

Assist in price comparison, supplier quotation management and document formatting

Maintain accurate records of all tenders, submissions, and communications.

Prepare summaries and reports for review by senior management.

Who are they looking for?

Educational Background: Degree or Diploma in Electrical & Electronic Engineering (E&E) or related fields.

Industry Experience: At least 5 years in the M&E/E&E industry, preferably with exposure to high‑rise residential projects. Experience as an Estimator, QS, or Pre‑Contract Manager in electrical contracting is highly valued.

Technical Expertise: Solid understanding of tendering processes, estimation techniques, and electrical systems. Tender/contract experience is a plus (training will be provided if needed).

Analytical & Organizational Skills: Strong analytical, numerical, and problem‑solving abilities. Proficient in estimation software and MS Office, especially Excel, with excellent attention to detail and the ability to manage multiple tenders under tight deadlines.

Communication & Language Skills: Fluent in English and Mandarin, with strong communication and negotiation skills to effectively liaise with clients, consultants, and suppliers.

Independence & Performance: Able to work independently, prioritize tasks, and consistently meet tender deadlines.
