Job description

Responsibilities

• Plan and manage execution day-to-day operation and associated issues with regards to the facilities integrity, process control, flow assurance, system uptime and availability and to provide support to offshore operation for any work that requires a third party intervention, extra manpower, system or equipment specialist in terms of contracting (manpower and services)
• Execute and assist the planned and unplanned operations and production planning activities align with COMPANY production operation requirements, strategies and objectives and manage resources availability and mobilization in the most cost-effective manner to ensure high operation efficiency to optimize Unit Production Cost (UPC).
• Identified and record overall Facilities, Platform and Well integrity issues including abnormality and provide input or assessment to ensure near and long-term mitigation are in place with minimum impact to the production.
• Execute the department in Process Safety Management (PSM) initiatives on any related activities related to production and operation such as alarm management, safety critical equipment, etc and to ensure that the occurrence of the incidents will be minor or low severity and frequency and align with COMPANY guidelines, policies and procedures.
• Review plant ideal process variables, its deviation from design, and the updated limit diagram on annual basis following any changes related to modification, Management of Change (MOC), etc. to ensure plant performance continuously optimized all the time.
• Preparing monthly report for critical process equipment which covers the performance, observation and propose way forward for betterment.
• Production and operation representative in following up action items from Hazard and Operability Study (HAZOP) sessions for all non-routine activities. Ensure completeness list of potential failure for process and utility equipment. Provide advice and mitigation plan for any issues associated with safety such as loss of containment, excessive temperature and pressure and any other issues/ flammable hazards related to hydrocarbon processing.
• Monitor gas sales and condensate quality in accordance to the specification address by the relevant document i.e. GSA for sales gas, condensate lifting agreement for condensate. Participate in a discussion to address any off-specification issues with regards to Mercury, Carbon Dioxide, Hydrogen Sulphide, water content, etc. to address the issues without compromising COMPANY position in the GSA.
• Production and operation representative for HSE related activities such as reviewing all guidelines and procedures, follow up completion of any audit close-out action items, team member for any risk assessment and incident investigation and also to ensure full production and operation department compliance towards COMPANY HSEMS.
• Ensure all the health, safety and environmental activities follow and comply with Companys HSE policies, procedures and regulations and effectively implemented to secure work environment in order to meet COMPANY objectives.
• Manage, analyze and evaluate vendor/outsource partys relationships, third party work performance to ensure compliance of contractual agreement and Service Level Agreement (SLA) and responsible to the quality standard services are delivered to end users align with COMPANY guidelines, policies and procedures.
• To execute tender plan initiation and contract establishment as per the agreed Master Procurement Plan (MPP) on yearly basis. To follow up with the stakeholders for any feedback and concerns and participate in any Sit in Review (SIR) session for technical and commercial clarification from the Shareholders and to ensure contract is ready timely to avoid any interruption to the operation. Prepare the End of Well Report by conducting a detailed TST operations post-mortem, covering operational execution, HSE performance, contractor efficiency, and non-productive time (NPT), with documented lessons learned to inform future operations.
• Administer and manage budgets and actual utilization by forecasting requirements, reviewing work programme budget, scheduling expenditures, analyzing variances and initiating corrective action to ensure effective cost management and optimization.
• Execute as a Committee for Offshore Competency Management System (OCMS) role as per Terms of Reference (TOR).
• Maintain relationship with shareholders and stakeholders to keep them abreast with the latest information on COMPANY business update and progress and aim to enhance the self confidence in COMPANY services, products and business solutions.
• Administer the implementation of department policies and procedures by reviewing operational needs and obtaining approval and ensure compliance with business requirements, strategies and objectives.
• Enforce the implementation of applicable JOINT AUTHORITY and shareholders procedures and guidelines and affect the compliance to statutory and legislative requirements in order to ensure conformance to the established Limits of Authority (LOA), policies and government regulations to safeguard COMPANY, JOINT AUTHORITY and shareholders integrity and image as a responsible contractor.

Requirements

• Bachelors degree in Chemical Engineering or Degree in Engineering or equivalent professional qualification in related fields.
• Minimum 5-7 years of relevant experience in operation, preferably in Oil & Gas industry.
• Converse with relevant oil and gas international codes, standard practices and HSE requirement
• Possess excellent knowledge in Oil and Gas processing operation. Understand of the basic process design of Central Processing and Well Head Platform
• Have experience in trouble shooting any process upset for Oil and Gas processing system and able to solve the issues and implement necessary mitigation action and/or improvement.
• Experience in Risk Assessment such as HAZOP, HAZID or SIL
• Experience in handling contracts and procurement process from Scope Of Work preparation, tendering up until award managing and executing the contract.
• Have knowledge and experience in Operations Process Safety i.e. Managing MOC process.
• Able to lead process troubleshooting to improve process plant and production performance and to overcome process upsets.
• Able to lead process improvement initiatives to improve process and plant production improvement.
• Able to work under pressure, self-motivated, a team player, independent and work under minimal guidance
• Having experience in Process Historical Data i.e Pi Process Book, Pi Vision.
• Having experience in process simulation software i.e. HYSIS, PIPESIM is an added advantage.
