A leading international service provider in energy is looking for a Mechanical Static Technical Authority cum OSR Inspector in Kuala Lumpur. The role requires a Bachelor Degree in Engineering and a minimum of 15 years of experience in Oil & Gas operations. Responsibilities include acting as the regional technical authority for mechanical equipment, executing duties as an OSR Inspector, and implementing corrosion management strategies. This position supports flexible working, requiring office presence three days a week.

JOB TITLE: Mechanical Static Technical Authority cum OSR Inspector (Fixed -Term)
KEY RESPONSIBILITIES:
Act as PMY’s Regional Operational Technical Authority on all mechanical static equipment, i.e. pressure vessels, piping, structures, cranes and pipelines;
Acting as Petrofac Malaysia’s OSR Inspector for Pressure Vessels and execute his/her duties as per the requirements specified by PETRONAS and DOSH in Offshore Self-Regulation Management System;
Acting as Petrofac Malaysia’s OSR Inspector for Hoisting Machine and execute his/her duties as per the requirements specified by PETRONAS and DOSH in Offshore Self-Regulation Management System;
Acting as Petrofac Malaysia’s subject matter expert on the discipline of Materials, Corrosion & Inspection;
Accountable for establishment and implementation of a corrosion management strategy for all PMY facilities;
Accountable for establishment and implementation of a Risk-Based Inspection (RBI) methodology for all PMY facilities;
Accountable for development and implementation of inspection, and temporary repair plans;
Accountable for development of fabric maintenance plans;
Accountable for developing and managing high-value OPEX budget related to Mechanical Static discipline; and
Performance management of personnel within Mechanical Static team.
Education Qualifications
A minimum of a Bachelor Degree from a recognised college/institute/university in the discipline of engineering.
Professional Qualifications
OSR Inspector for Pressure Vessels (essential);
Offshore Survival training and medical (essential); and
Professional/Chartered Engineer status (preferred).
A minimum of 15-year experience working in the operational phase of an Oil & Gas asset;
Proven experience in leading a team of engineers. The candidate must have extensive experience in a technical support role for offshore Oil and Gas facilities;
Development and implementation of Risk-Based Inspection (RBI) methodologies;
Development and implementation of inspection plans;
Development and implementation of corrosion management strategy/plans;
Development and/or review of materials selection studies;
Proven experience in refining, developing and/or rolling out operating procedures;
Experience in conducting internal technical audits and reviews;
Strong background of project delivery against challenging KPIs;
Management of high-value, multi-discipline OPEX budgets
Establishment of contracts and post-award contract management; and
Experience in personnel performance management.
Familiar with local Statutory and regulatory, international codes and standards, and PETRONAS guidelines and standard, such as:
Factories and Machinery Act 1967;
Petroleum Safety Measures 1984;
Occupational Safety and Health Act 1994.

PETRONAS Offshore Self Regulation Management System (OSR MS)
International codes and standard requirements in:
Pressure Vessel API 510 and its application;
API RP 1173 - Pipeline Safety Management Systems;
API 2D Offshore Pedestal Crane and its application
API RP 2SIM: Recommended Practice for Structural Integrity Management of FixedOffshore Platforms
Fitness for Service API 579 and its application; and
Risk Based Inspection API 580/581 and its application.
Knowledge
Fabric maintenance, painting & coating application for offshore and marine environment;
Application and limitations of non-destructive testing (NDT) techniques;
Good knowledge in temporary repair techniques for topside equipment e.g. piping & pressure vessel; and
Major Accident Hazard (MAH) or Safety Critical Element (SCE) Management.
