Overview
Market Access & Policy Lead – MISP Cluster is responsible for defining, leading and executing the overall market access, pricing, reimbursement and policy-shaping strategy across Malaysia, Indonesia, Singapore and the Philippines. The role ensures an enabling policy environment, reduced access barriers, and accelerated time-to-access for key Pfizer innovations across diverse healthcare systems.
The position partners closely with the MISP Cluster Lead, Country Managers, Commercial Leads, Medical Affairs, Corporate Affairs, Regulatory and regional/global market access teams to advance the cluster’s business priorities and ensure alignment with global strategies. This role functions as a cluster-level strategic advisor on external policy, healthcare system trends, pricing/reimbursement mechanisms, and market readiness for innovation, guiding the cluster and country teams on long-term system shaping and near-term access acceleration plans.
ROLE RESPONSIBILITIES
Strategic Access Leadership
- Develop and lead the cluster-wide market access strategy, aligned with portfolio priorities, global guidance and country healthcare system needs.
- Shape and influence health policy, reimbursement mechanisms, pricing pathways and HTA processes to create a favourable access environment across MISP markets.
- Provide early strategic recommendations for pipeline assets, launch products and in-line brands to optimise pricing, access and reimbursement outcomes.
- Guide markets in developing tailored access strategies for private, public and tender segments, ensuring consistency with cluster direction.
Policy Shaping & External Environment Management
- Monitor policy developments, regulatory reforms, health system priorities and HTA trends across the cluster to anticipate risks and opportunities.
- Lead proactive policy shaping efforts in collaboration with Corporate Affairs and relevant cross-functional teams.
- Develop and implement policy positions, advocacy initiatives and partnership models that improve access to innovation while strengthening Pfizer’s reputation.
- Engage with key government stakeholders, policy influencers, payers, patient organisations and industry associations to advance policy priorities aligned with business needs.
Pricing, Reimbursement & Health System Navigation
- Oversee pricing strategy, reimbursement submissions, tender readiness, access negotiation and health financing pathways across MISP markets.
- Ensure compliance with global pricing guidance, access frameworks and governance standards.
- Support countries in developing high-quality value dossiers, pharmacoeconomic justification, HTA responses and evidence packages for listing decisions.
- Strengthen country capability in health economics, value communication and payer engagement.
Cross-Functional Leadership & Integrated Access Planning
- Lead cross-functional access planning with Cluster Marketing, Medical Affairs, Public Affairs, Regulatory, Finance and Commercial teams.
- Partner with Legal and Compliance to ensure all access and policy activities are ethical, compliant and aligned with applicable guidelines.
- Support countries in scenario planning, risk assessment and rapid response to policy changes impacting access.
- Act as the strategic connector between cluster, regional and global access/policy teams to ensure alignment on priorities and best practice sharing.
External Engagement & Stakeholder Management
- Build and maintain trusted relationships with policymakers, government agencies, payers, healthcare leaders and patient advocacy groups.
- Represent Pfizer’s access and policy positions in industry associations, working groups and multi-stakeholder forums.
- Lead strategic communication efforts in partnership with communications teams to ensure consistent external positioning.
Evidence, Insights & Thought Leadership
- Drive the generation and utilisation of evidence—including RWE, burden-of-disease, cost-effectiveness and budget-impact models—to support access pathways.
- Ensure insight-driven policy recommendations through systematic analysis of health system trends, payer behaviour and competitive access approaches.
- Provide thought leadership on emerging access models, health financing reforms, HTA evolution and reimbursement innovations.
People Leadership & Capability Building
- Mentor and coach country access and policy leads to strengthen technical capabilities and external engagement skills.
- Support cluster-wide access capability-building initiatives in health economics, value communication, HTA navigation and policy strategy.
- Foster a strong “One Pfizer” culture of collaboration, inclusion, accountability and cross-market knowledge sharing.
Governance, Compliance & Operational Excellence
- Ensure governance, compliance and transparency in pricing, access negotiations, tender engagement and policy interactions.
- Ensure alignment with Pfizer Access Policy, Code of Conduct and country-level regulations.
- Provide oversight of access deliverables for launches, reimbursement submissions and tender processes.
BASIC QUALIFICATIONS
- Bachelor’s degree required; advanced degree in Public Health, Public Policy, Pharmacoeconomics, Health Economics, Political Science, or relevant field strongly preferred.
- 10–12+ years of experience in market access, policy, government affairs, public affairs or healthcare-related strategic roles within pharmaceuticals or health systems.
- Proven track record of developing and implementing successful access, pricing and policy strategies across multiple markets.
- Strong understanding of MISP healthcare systems, HTA processes, policy landscapes and reimbursement pathways especially for Malaysia.
- Demonstrated experience working with policymakers, government agencies, payers and multi-stakeholder groups.
- Expertise in pricing and reimbursement frameworks, health economics, value communication and policy analysis.
- Strong external engagement and negotiation skills.
- Ability to interpret complex health system trends and translate them into strategic recommendations.
- Strong analytical, strategic thinking and problem-solving skills.
- Highly organised, with ability to manage multiple priorities across markets.
- Excellent oral and written communication skills; fluency in English required.
