Responsible for managing tender processes, project planning and execution within the Company to ensure projects are delivered on time, within budget and in compliance with regulatory standards. The role also involves preparing technical proposals for business development and supporting strategic initiatives through annual planning and budget oversight.
Core Responsibilities
- Lead overall project planning and execution – Develop project schedules, allocate resources, and monitor progress to ensure timely delivery within approved budgets and programs.
- Oversee construction performance – Track milestones, analyze delays, and implement mitigation strategies, providing regular updates to senior management.
- Manage tender processes – Represent the company in tender briefings and site visits, ensuring compliance with tender specifications and statutory requirements.
- Prepare technical and commercial submissions – Develop methodologies, construction strategies, and engineering documentation to strengthen tender competitiveness.
- Ensure regulatory compliance – Act as the registered nominee for CIDB SPKK and PKK licenses and maintain adherence to CIDB regulations for all projects.
- Collaborate across functions – Work closely with engineering, procurement, commercial, and business development teams to optimize project and tender outcomes.
- Drive strategic and financial planning – Formulate and manage the annual business plan and budget, including revenue forecasting, cost control, manpower planning, and capital expenditure.
- Support management initiatives – Contribute to operational improvements, strategic planning, and evaluation of new business opportunities.
- Prepare executive reports and presentations – Deliver updates for management, committees, and board meetings as required.
- Champion quality and safety compliance – Participate in QA and Safety, Health & Environment (OSHA) programs and ensure adherence to standards.
- Perform other duties as assigned by management.
Qualifications & Experience
- Bachelor’s Degree in Civil Engineering or equivalent discipline.
- Minimum 8 years of experience in the construction sector, with at least 5 years in a leadership or managerial capacity.
- Proven track record in infrastructure and building projects.
- Strong expertise in project planning, scheduling, and tender documentation.
- In‑depth knowledge of construction practices, contract administration, and regulatory compliance.
- Excellent leadership, negotiation, and communication skills with the ability to manage diverse stakeholders.
- Highly independent, resourceful, and capable of meeting deadlines under pressure.
- Ability to handle multiple priorities effectively.
