A reputable construction firm in Kuala Lumpur is seeking an experienced HR Executive to develop and implement HR strategies aligned with company and project needs. Your role will include leading recruitment, managing payroll and employee records, and ensuring compliance with labor laws and regulations. The ideal candidate should have a strong understanding of HR operations and the ability to maintain organized documentation. Develop and implement HR strategies aligned with company and project requirements.
Plan workforce needs for HQ, project sites, and subcontractor coordination, including long-term manpower planning for tender and ongoing projects.
Lead end-to-end recruitment and onboarding for staff, site personnel, operators, and skilled workers.
Coordinate interviews, selection, placement, orientation, and induction programmes to meet project and client requirements (CIDB, medical, mandatory training).
Manage full foreign worker administration, including:
Liaise with Immigration, JTK, KDN, and authorised agencies to ensure full regulatory compliance.
Oversee HR operations including payroll processing, leave management, attendance systems, HRIS, employee records, and contract renewals.
Ensure compliance with the Employment Act, OSHA, CIDB Act, COI, and project-specific HR requirements.
Ensure employee certifications remain valid (CIDB green card, NIOSH, and others).
Manage employee relations and industrial relations matters such as discipline, counselling, grievances, issuance of warning/show cause letters, and domestic inquiries.
Liaise with the Labour Office (JTK) and Industrial Court for IR-related cases.
Promote positive work culture and employee engagement.
Manage HRDC claims, subsidies, and training records.
Implement and manage KPI and performance appraisal systems for HQ and site personnel.
Conduct evaluations with department heads and project managers, and recommend promotions, salary reviews, or disciplinary actions.
Support site operations on manpower issues, attendance, accommodation, welfare, and ensure site documentation is complete and audit-ready.
Prepare monthly HR reports including manpower movement, turnover, recruitment status, foreign worker expiry, and HR metrics.
Maintain organised filing systems and ensure confidentiality of HR documents.
Provide HR data for tenders, audits, and government inspections.
Handle CIDB renewals, Ministry of Finance (MOF) certifications, and other statutory registrations.
Maintain records for licences, permits, and certifications for HQ and site staff.
Ensure all documentation is complete, up-to-date, and audit-ready.
Familiar with CIDB, MOF, HRDC, etc.
Experience with site audits by main contractor/government client.
