A manufacturing company in Selangor is seeking an experienced HR Manager to oversee human resources planning, recruitment, employee relations, and compensation management. The ideal candidate should have over 10 years of HR experience, including team management in a manufacturing environment. Proficiency in Chinese, English, and Malay is required. This role involves developing HR policies, improving labor efficiency, and managing employee compliance. A competitive package with EPF and annual leave is available.

Human Resources Planning & Management
Develop human resource allocation plans based on manufacturing production plans and capacity requirements.
Oversee the annual human resources budget, control labor costs, and improve labor efficiency ratio and production line stability.
Recruitment & Staffing
Lead end-to-end recruitment processes (demand analysis, channel expansion, interview evaluation, background checks, etc.) to ensure timely filling of key positions. Lead recruitment for frontline employees (general laborers, skilled workers), expand channels such as labor dispatch, and ensure production manpower supply.
Optimize talent selection criteria, establish a talent pool, and promote employer branding.
Employee Relations & Compliance Management
Improve employee management systems (attendance, rewards & penalties, promotions, etc.), handle labor disputes, and mitigate employment risks.
Organize employee activities (e.g., team building, welfare care) to enhance employee satisfaction and sense of belonging.
Implement regulations such as the Labor Law and Industrial Relations Act to ensure labor compliance.
Compensation & Benefits and Performance Management
Design and optimize the compensation and benefits system, conduct regular market salary surveys to ensure competitiveness.
Design incentive schemes such as piece-rate wages and production bonuses, coordinate with production departments to collect performance data and calculate payroll.
Drive the implementation of performance appraisal programs, assist management in goal setting and providing feedback on results.
Training & Development
Oversee training needs analysis, formulate annual training plans, and promote capability enhancement for management and employees.
Establish employee career development paths and support succession planning for key positions.
Administrative Management
Administrative Systems & Policy Development: Formulate, improve, and supervise the implementation of company administrative policies, systems, and workflows; responsible for drafting important official documents and correspondence, and managing archives.
Daily Operations & Logistics Support: Ensure the normal operation of the office environment, facilities, and equipment; coordinate logistics services including organizing and executing meetings, events, and receptions.
Asset & Cost Control: Responsible for the procurement, allocation, and management of office supplies and fixed assets; participate in the preparation and execution of the administrative budget to control costs.
External Liaison: Handle external liaison duties and maintain relationships with government agencies.
Education & Major
Bachelor's degree or higher. Priority given to majors in Human Resource Management, Administration Management, Business Administration, or related fields.
Work Experience
10+ years of experience in human resources and administration management, with at least 5 years in a manufacturing environment. Familiar with labor-intensive production enterprise management models. Minimum 5 years of team management experience.
Priority given to candidates with experience in "from 0 to 1" setup/establishment of a manufacturing factory.
Core Competencies
Professional Knowledge:
Proficient in manufacturing labor laws and regulations, performance appraisal tools.
Familiar with production site management (e.g., 6S, Lean Manufacturing) and skilled worker training system development.
Technical Skills:
Proficient in using common HR systems in the manufacturing industry.
Skilled in data analysis (e.g., labor cost accounting, turnover rate tracking).
Soft Skills:
Able to adapt to a factory environment, possessing communication skills for frontline employees (e.g., handling worker grievances).
Strong resilience and multitasking ability.
Clear logic, systematic thinking, and project management capabilities.
Strong problem-solving and emergency handling skills.
Keen awareness of cost control and budget management.
Language Proficiency
Proficient in Chinese, English, and Malay. Possess good Chinese reading and writing skills.
Other Requirements
Priority given to those with relevant experience in large-scale labor-intensive enterprises.
Possess a high sense of responsibility and confidentiality awareness.
