The Health & Safety Compliance Officer is responsible for leading and managing the hostel’s safety and health compliance framework, ensuring all practices adhere to Act 446, RBA standards, company policies, and government regulations. The role involves conducting regular inspections, risk assessments, and incident investigations to identify hazards and implement preventive measures. The officer is required to prepare comprehensive reports and presentations for key meetings while maintaining strong engagement with regulatory bodies and internal stakeholders to support emergency preparedness and business continuity. Operationally, the role requires periodic travel to other hostel locations and availability to respond to ad hoc management needs. Overall, the officer ensures a safe, compliant, and well-prepared environment for all hostel operations.
Roles and Responsibilities
1. Health & Safety Governance and Compliance
- Lead the overall implementation and establishment of the Safety & Health compliance of the hostel.
- Ensure all safety and health practices comply with Act 446, RBA standards, company policies, and government regulations.
- Assess the effectiveness of current Act 446 and RBA policies and drive continuous improvements.
- Provide technical expertise on HSE Plan & S&I for assurance and audit purposes.
- Maintain close liaison with regulatory bodies such as DOSH and DOE for all ESH matters.
2. Risk Management, Inspections & Incident Handling
- Conduct daily walkabouts and inspections of sites/buildings, machinery, equipment, and processes to identify risks and ensure proper policy implementation.
- Perform risk assessments and enforce appropriate preventive measures.
- Investigate accidents, hazardous incidents, and workplace injuries/diseases.
- Prepare, submit, and file incident reports complete with recommendations for corrective actions.
3. Reporting, Documentation & Stakeholder Engagement
- Coordinate and prepare Safety & Health reports and presentation packs for periodic meetings, including:
- Setia Ibarat Weekly & Annual Meetings
- Safety & Health Meetings
- Central Medicare Safety & Health Monthly Meetings
- ERT Committee Meetings
- Sustain strategic alliances with government/regulatory authorities and Central Medicare for emergency, crisis, and business continuity readiness.
4. Operational Support & Mobility
- Travel to other hostel locations as advised by management on a monthly basis for safety and health oversight.
- Be on standby and able to travel as required for operational needs.
- Perform any ad hoc duties assigned by the Hostel Manager.
Qualification and Education Requirement
- Diploma or Bachelor’s degree in Health and Safety or a similar field
- At least three (3) years of relevant professional experience in occupational safety and health
- Possess Green book
- Well verse in Act 446 and RBA
