What We’re Looking For

We are seeking a highly experienced and strategic professional to lead the State Office, driving business development outcomes, governing operational excellence, and ensuring regulatory compliance through enforcement. The role carries accountability for state resources, stakeholder engagement, and performance delivery in alignment with centrally defined strategies, policies, and KPIs.

Your Role and Impact
  1. 1. Business Development & Employer Value Growth

    Drive business development outcomes by overseeing employer acquisition and engagement strategies, targeted outreach initiatives, and value-led programmes at the state level to grow the active employer base and sustain levy contribution.

    Strengthen employer value and retention by steering initiatives that increase training participation and levy utilisation—particularly among SMEs—through monitoring performance trends and directing interventions to minimise deregistration risks and maximise human capital development impact.

  2. 2. Business Operations Governance & Grant Delivery Assurance

    Govern state-level business operations by overseeing the end-to-end management of employer training grant processes through performance monitoring, compliance checks, and exception oversight to ensure accuracy, consistency, and adherence to stipulated turnaround times.

    Ensure operational integrity and fairness by directing the management of employer appeals and complex operational cases through structured escalation, coordination with central functions, and governance controls, safeguarding policy compliance and service credibility.

  3. 3. Enforcement, Compliance & Levy Recovery Oversight

    Lead enforcement accountability at the state level by governing registration, inspection and verification activities, recovery of levy arrears, and statutory enforcement under Sections 13, 14, 40, and 41 to uphold regulatory compliance and revenue protection.

    Monitor compliance risks and enforcement effectiveness by reviewing enforcement intelligence, recovery performance, and risk indicators in collaboration with central enforcement leadership, ensuring proportionate, consistent, and outcome-driven regulatory actions.

  4. 4. Stakeholder Leadership & Cross-Functional Alignment

    Serve as the principal state-level authority by leading strategic engagement with employers, training providers, state authorities, and internal stakeholders to ensure alignment, confidence, and coordinated delivery of organisational priorities.

    Integrate state execution with central functional strategies by cascading centrally defined KPIs, aligning state plans with functional expectations, and jointly driving outcomes through structured reporting, governance forums, and performance reviews.

  5. 5. State Leadership, Resource Governance & Performance Stewardship

    Provide overall state leadership by governing the deployment of people, financial, and physical resources through structured oversight, prioritisation, and performance monitoring mechanisms, ensuring state activities remain aligned with organisational objectives and centrally defined strategies.

    Steer state operations at a strategic level by setting direction, approving priorities, and monitoring execution through management reports, performance indicators, and risk signals, ensuring operational continuity, service quality, and accountability without direct involvement in transactional activities.

Professional Qualifications and Experience

Degree in Business Administration, Management, Economics, Public Policy, Finance, or a related discipline.

7 – 9 years of experience in leadership roles encompassing HR, stakeholder engagement, and building management.

Comprehensive knowledge of HR best practices, labor laws, stakeholder communication strategies, and facility management principles

Strong problem-solving abilities with a proactive and solutions-oriented approach.

Ability to handle confidential information and sensitive stakeholder interactions with professionalism.

Demonstrated ability to adapt to change and lead through organisational transitions.

Strong analytical and communication skills.

Demonstrated integrity, professionalism, and strategic thinking.

Willing to be based at Kelantan State.
