Job description
POSITION: First Level Executive, Issues Analysis (ISU), Strategic Communications Department (JKK)
ROLE PURPOSE

Position Bank Negara Malaysia (BNM) as a trusted institution through effective surveillance, narrative shaping, and strategic management of reputational risks.

PRINCIPAL ACCOUNTABILITIES
1. Surveillance, analysis, and strategic response
  • Conduct surveillance of key digital platforms (e.g. social media, digital forums, news) on ongoing developments/chatters that may impact BNM’s policy objectives or reputation
  • Provide analysis to contextualise on‑going developments with regards to their impact on BNM’s policy objectives and/or reputation
  • Leverage analysis to recommend appropriate communications posture/response on a given development or reputational risk incident that relates to BNM. This includes, among others, coordinating inputs/responses with line departments, preparing reports/summaries for senior management or internal stakeholders, and/or crafting holding responses
2. Stakeholder management

Over the years, BNM has developed a vibrant network of key opinion leaders on areas related to BNM’s mandate and policy functions. This includes but is not limited to analysts, think tanks, fund managers and social media influencers. In this regard, this role will involve:

  • Preparing, coordinating and aligning key messages with line departments on key policy issues affecting BNM’s reputation.
  • Identifying and developing a network of opinion shapers that can help meet BNM’s policy objectives.
  • Engaging a wide array of key opinion leaders to shape narratives and gather informal feedback that can help improve the design or delivery of BNM’s policies.
3. Internal client management

The Strategic Communications Department provides support and advisory to our internal line departments on their communications and engagement needs. In line with this, the role will be to:

  • Be part of the ‘Relationship Manager’ (RM) team for assigned line department(s), which entails being the point of contact to facilitate requests for services provided by the Strategic Communications Department (e.g. publication of press releases, social media posts, developing/updating webpages, translation editing services)
  • Support in the development of public engagement campaigns for key policy initiatives
QUALIFICATIONS & EXPERIENCE
Academic Qualifications:
  • Preferred bachelor’s degree in economics, finance, or any policy‑related discipline. While those with other backgrounds are encouraged to apply, a crucial key to success in this role is the ability to grasp BNM’s wide policy mandates. Any gaps in formal training should then be made up with a strong desire to learn and an expectation of a much steeper learning curve.
Experience:
  • Minimum 2 years working experience in Economics, Banking/Finance, Public Policy
Technical Competencies
  • Policy or Data Analysis
  • Understanding of the Malaysian economy and latest developments is a plus
