We are seeking a highly qualified and technically proficient Facilities Manager with CePSTPO (Certified Environmental Professional in Sewage Treatment Plant Operation) competency to oversee the comprehensive operations of a landmark Grade A commercial skyscraper. This critical role requires a strategic leader with deep expertise in managing complex, high-volume building systems, particularly large-scale water management, and a proven track record in sustainable tower performance within world-class commercial environments.
Key Responsibilities
1. Strategic Leadership & Operations Management
- Provide strategic leadership for all facets of building operations, ensuring the highest standards of safety, efficiency, reliability, and tenant satisfaction.
- Develop and implement comprehensive operational policies, procedures, and service level agreements (SLAs).
- Lead a multidisciplinary team of technical staff, engineers, and service providers.
2. Critical Systems & Water Management Expertise
- Specialized Focus on Large-Scale Water Systems: Manage and optimize the building's extensive network of water-carrying piping systems, which handles thousands of metric tonnes of water daily for HVAC cooling, plumbing, fire protection, and other critical services.
- Oversee the preventive and corrective maintenance of all MEP systems, with a paramount focus on water system integrity, leak detection, pressure management, and corrosion prevention.
- Ensure 100% uptime and optimal performance of all critical building infrastructure.
3. CePSTPO-Driven Sustainability & Performance
- Leverage CePSTPO competency to drive the building's sustainability agenda, energy efficiency programs, and environmental performance.
- Implement and monitor key performance indicators (KPIs) related to energy use, water consumption, waste management, and indoor environmental quality.
- Prepare and manage the annual operational budget and capital expenditure plans, focusing on lifecycle management and sustainable upgrades.
4. Stakeholder & Compliance Management
- Act as the primary point of contact for building ownership, major tenants, and regulatory authorities.
- Ensure full compliance with all local codes, regulations, and industry standards (including but not limited to BOMBA, DOSH, and local authority requirements).
- Manage contractor performance, procurement, and vendor relationships to ensure quality and value.
5. Risk Management & Continuous Improvement
- Develop and maintain robust business continuity and disaster recovery plans.
- Proactively identify operational risks, particularly related to the high-volume water systems, and implement effective mitigation strategies.
- Champion a culture of continuous improvement, technological innovation, and operational excellence.
Qualifications & Experience
- Professional Certification: CePSTPO (Certified Environmental Professional in Sewage Treatment Plant Operation) certification is mandatory.
- Education: Bachelor's degree in Facilities Management, Mechanical Engineering, Electrical Engineering, or a related field. A Master's degree or MBA is highly advantageous.
- Experience: Minimum of 10-12 years of progressive facilities management experience, with at least 5 years in a senior managerial role for a Grade A commercial tower or super high-rise (80+ floors).
- Technical Expertise: Demonstrated, hands‑on experience in managing complex, high-volume water distribution and HVAC water systems in large buildings. Must understand the engineering challenges of moving and treating thousands of metric tonnes of water.
- Proven Track Record: Evidence of successfully improving building performance, achieving sustainability targets (e.g., Green Building Index Platinum, LEED), and managing large operational budgets (>RM 10 million annually).
Preferred:
- Additional certifications such as CFM (Certified Facilities Manager), PMP, or LEED AP.
- Experience with Integrated Building Management Systems (IBMS) and Computerized Maintenance Management Systems (CMMS).
- Strong financial acumen with experience in service charge management and tenant billing reconciliation.
