Job Description: Purpose - Opportunity to join as a R&M Maintenance, Turnaround, and Construction (MTAC) CSO Engineer (Pipeline Execution) under a 2-year contract for the first Deepwater Sour Gas development in Sarawak, the Rosmari and Marjoram fields. The CSO Engineer (Pipeline Execution) provides pipeline specific expertise and safety leadership in support of the asset\'s pipeline maintenance execution scope that falls under ASME B31.8 code. These are primarily severe sour service pipelines including offshore assets (i.e. PLEM, risers, u-loop, pig launcher, 16inch flowline, 32inch Trunkline 8, 4.5inch MEG Pipeline), onshore assets (i.e. shore approach, pig receiver, Slugcatcher, OSBL and effluent pipeline). The Pipeline Engineer interfaces between Discipline Engineering (MMI, Production Chemists, PEFA, PACO, Subsea, Geomatics, Operators, etc.), and T&E. CSO Engineer (Pipeline Execution) ensures maintenance compliance with the Pipeline and Subsea Integrity Management System (PSIMS) (SMEP-LA-6180-0007). CSO Engineer (Pipeline Execution) executes proactive/routine operational maintenance, referred to as Preventive Maintenance (PM), and maintenance based on inspection findings, referred to as Corrective Maintenance (CM). All key data pertaining to the preventive and corrective maintenance undertaken on the pipelines shall be populated in the IMS-PLSS. Additionally, CSO Engineer (Pipeline Execution) is responsible to assure compliance to PSIMS document, SCE performance standard PC006, and Petronas Governing Standards.
The role of the CSO Engineer (Pipeline Execution) covers execution related work to safeguard the integrity of pipeline, risers, launchers and slug catchers. He/she is expected to interact with contractors to drive a risk-based maintenance program with support/intervention by 3rd party contractors and TAs strictly in line with the tasks prescribed in IMS-PLSS. The person will also be tasked to carry out routine maintenance program on pipeline spares in LSB. The CSO Engineer (Pipeline Execution) is required to provide maintenance work for any pipeline repair both offshore and onshore.
As CSO Engineer (Pipeline Execution), you will be accountable to demonstrate HSSE leadership and be accountable for the safe and reliable maintenance of asset\'s pipeline scope in compliance with the Shell HSSE Control Framework, Shell technical integrity/performance standards and manuals, and industry and regulatory codes and standards. Apply the Shell Asset Management System standards and recommended practices to deliver fit-for-purpose pipeline maintenance strategies that provide both high asset reliability and a competitive total cost of ownership for SMU pipeline assets

The incumbent will be based in Bintulu R&M OGP Office to support the Asset owner readiness activities, Commissioning, Start Up, and Operations of OGP.
At Company\'s discretion, the incumbent work at normal office hour of 5 working days per week. R&M OGP produces 800 MMscf/d of Gas and 17kboe/d of NGL at high Annual Operating Expenditure (OPEX). Gas production is expected to start in 2026 and will be piped to the neighboring Malaysia Liquified Natural Gas (MLNG) complex. R&M fields are situated approximately 220km off the coast of Bintulu. The project comprises a remotely operated offshore platform and onshore gas plant, with infrastructure that includes one of the longest sour wet gas offshore pipelines in the world stretching more than 200km. R&M will be mainly powered by renewable energy; utilizing solar power offshore and hydroelectric power onshore. Offshore RMP processes from subsea and dry tree systems to export pipeline with chemical injection, MEG injection, metering, and power generation system. Inlet receiving facility gas from R&M Offshore, separation, stabilization, compression and mercury removal prior to gas sweetening processing and gas/condensate metering. Processes for high H2S acid gas removal, stabilization, sulphur recovery/palletization, and MEG system for export of sweet gas and sulphur to customers. Utilities systems including steam system, boilers, service water, instrument airs, nitrogen, and other utilities systems for R&M OGP
Accountabilities:
Responsible for executing risk-based pipeline maintenance scopes namely in line with the principles of Risk-Based Inspection. Be able to deliver and execute safe underwater repair activities if required. Focal for the asset\'s pipeline related Preventive Maintenance and Corrective Maintenance activities and maintain good working relationship with key stakeholders - Sour Gas Technology & Engineering, Sabah & Sarawak Maintenance, Operations, Reliability & Engineering, Geomatics, HSSE, Labuan Supply Base, Supply Chain, Projects, Integrated Planning and Finance. Maintain and support the establishment of SMU Pipeline Emergency Response capability. Support Audits and Review Teams and close out outstanding Audit findings. Familiarity with relevant vendors and industry options to be able to propose safe, reliable and competitive solutions for SMEP pipeline assets. Awareness as Contract Holder or equivalent. Knowledge in navigating Shell\'s CMCP, PETRONAS\' PTCAM/Governing Standards is preferred. Support PU1 team to execute safe and effective routine Batch Inhibition Pigging program on Trunkline-8. Responsible for pig supply, refurbishments and improvement. Responsible for RMP pig launcher (and associated appurtenances), pipeline supports, risers and u-loop maintenance. Responsible for OGP pig receiver, slug catchers including headers, pipeline supports, pipelines (including buried and above ground) within Inside Boundary Line (ISBL) and Outside Boundary Line (OSBL). Responsible for any pipeline excavation and earthwork if required. Responsible for maintenance work of Pipeline Right of Way, including pipeline bridges, drainage, grass cutting and/or geotextile. Responsible for any insulation and coating maintenance and repair, if required. Responsible for pipeline isolation (e.g. Smart Plug) if required. Responsible for pipeline emergency repair and maintenance for RMP topside, underwater and OGP onshore sections. An effective integrator and fluent communicator, able to manage operational uncertainties, including multiple interfaces, and cross functional inputs to deliver tasks safely and flawlessly. Possess excellent communication skills in being able to influence contractors to deliver performance in medium to high-risk contracts.
