About the job

As a Costing Engineer, you will be responsible for:

A) Pre-Contract Award Responsibilities
  • Tender/Quotation Preparation: Prepare and submit competitive bids and quotations as directed by Senior Management.
  • Costing & Pricing: Prepare costing and pricing, obtain approval, and file the Bill of Quantities (BQ).
  • Sourcing: Source quotations and liaise with suppliers and sub-contractors.
  • Documentation: Prepare and complete tender documents for submission.
  • Compliance: Review and ensure compliance with all tender documents, drawings, specifications, schedules, and rates.
  • Client Liaison: Manage correspondence and clarification related to tender/quotation submissions with the client.
  • Timeliness: Ensure all tender and quotation submissions meet the given deadlines.
  • Filing/Procedure: Ensure all tender documents and correspondence are filed according to ISO procedures.
  • Budgeting: Prepare the tender budget for management approval.
  • Project Handover: Conduct handovers and briefings to the project implementation team on tender details, clarification, and strategy.
  • Procurement Briefing: Conduct handovers and briefings to the procurement team on supplier/sub-contractor quotations; participate in their evaluation, interview, and clarification as required.
  • Variation Orders (VO): Assist in the identification, clarification, and confirmation of Variation Orders, including VO quotation preparation, submission to the client, and follow-up on approvals.
  • Other Duties: Perform any other assigned duties/assignments.
B) Post Contract Award Responsibilities
  • Budgeting: Prepare the tender budget for management approval.

  • Procurement Briefing: Conduct handovers and briefings to the procurement team on supplier/sub-contractor quotations; participate in their evaluation, interview, and clarification as required.
  • Variation Orders (VO): Assist in the identification, clarification, and confirmation of Variation Orders, including VO quotation preparation, submission to the client, and follow-up on approvals.
  • Other Duties: Perform any other assigned duties/assignments.
C) Business Development Support
  • Project Sourcing: Source potential projects suitable for tendering.
  • Resource Planning: Plan and organise internal resources necessary for tender preparation.
  • Client Presentations: Prepare and deliver presentations to prospective clients focusing on water and wastewater treatment plants/processes.
About the manager / team

You will be reporting to the Costing Manager.

Skills and experience required
  • Bachelor’s degree or Master in Mechanical Engineering / Electrical Engineering / Chemical Engineering.
  • 3 years of working experience, preferably in tendering.
